JOB DESCRIPTION: Training and Education Officers develop and implement training and educational programs. They determine learning needs, develop learning solutions, deliver and teach course content, manage course logistics, and/or evaluate learning.

ADDITIONAL INFORMATION: The incumbent will work with a highly motivated and collaborative team of government and contract instructors and interact regularly with personnel at all skill levels and ranks, both in and out of the classroom and, as such, should demonstrate excellent interpersonal skills. This position travels to both foreign and domestic locations 25-35% of the year as part of the National Geospatial-Intelligence College Mobile Training Team. The incumbent should possess excellent oral and written communication skills to convey complex subjects to their students, allowing them to retain and apply what they learned. Selection Criteria: * The incumbent must be currently fluent in ArcGIS Desktop, able to create/manage geospatial data, conduct geospatial analysis, create map graphics and other products to established NGA standards, and automate Geo-processing workflows using various techniques. * Have a basic working knowledge of other geospatial technologies such as RemoteView, JEMA, QGIS, etc. * The incumbent must complete all required instructor training within the first six months of selection. * Must be able to balance competing requirements, manage their time effectively, and operate in an environment where requirements change rapidly and frequently. * The incumbent must be comfortable leading a classroom, managing student interactions, and speaking before large groups of students. * The incumbent must be flexible in their processes to adapt to new technologies and emerging ideas, while adjusting courses to reflect the current mission and attitudes of NGA.

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

1. Demonstrated ability applying a wide range of Geospatial techniques to perform complex spatial analysis (e.g., analyses leveraging non-standard data); interprets results to draw analytical conclusions. 2. Demonstrated fluency in ArcGIS Desktop, ability to conduct Geospatial analysis, and other products to established standards, and automating Geo-processing workflows using various techniques. 3. Demonstrated ability to analyze learning requirements, apply ISD methodology and adult learning principles in designing and developing instructor-led, web-based, blended, performance support and video-based learning solutions. 4. Demonstrated ability to develop intermediate-level software code and scripts, Python, R, etc., to accomplish standard requirements or tasks, including typical queries to retrieve relevant data. 5. Demonstrated ability to manage multiple learning-related projects, course logistics to include scheduling, classroom preparation, travel, and equipment shipping to both foreign and domestic locations. 6. Strong writing, communication, customer service, facilitation, and consultative skills within an instructor environment.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Ability to apply appropriate data analytic methods, techniques, and tolls to satisfy a variety of customer and/or mission requirements. 2. Demonstrate knowledge of appropriate standards to ensure metadata is accurate, appropriate, and current. 3. Maintain a sound understanding of customers' mission, functions, and needs, as well as own capabilities and relevant services. 4. Ability to consistently answer a range of questions with complete, accurate, and useful information. 5. Demonstrated ability to train and/or mentor US Government, Military, and foreign partner analysts on geospatial analysis and Geospatial Information Systems.
