Summary

The Executive Director, Strategic Programs Division reports directly to the Deputy Chief Procurement Officer (DCPO) and is responsible for interpreting acquisition policies and procedures to develop complex, long-range Department strategic procedures implementing the strategic procurement priorities, strategic sourcing and industry liaison programs. For administrative support, is aligned in the Office of the Under Secretary for Management (USM), Office of the Chief Procurement Officer (CPO).

Responsibilities

Oversees and develops guidance for the CPO's strategic priorities including establishing objectives, goals, initiatives, performance indicators and metrics for the Department that result in more efficient and effective acquisitions. Oversees the monitoring of performance against those priorities and ensures accurate and timely reporting to internal and external stakeholders. Oversees the CPO's annual report and other key OCPO communications and products, and provides executive direction and analysis of metrics and data to assess Departmental risks associated with strategic sourcing and related initiatives.

Oversees the overall DHS Category Management and Strategic Sourcing Programs. Represents DHS in 0MB and OFPP forums on category management, strategic sourcing, including membership on the Federal Category Management Leadership Council. Provides data, analysis and expert advice to the CPO and the DHS Senior Accountable Official for Category Management. Provides senior leadership over the Department's role as the federal wide Category Manager for Security and Protection.

Oversees the Strategic Planning and Communication Branch, which consists of industry Liaisons, and the Strategic Planning and Communication Team. Industry Liaisons lead and coordinate projects to enhance, inform, and improve relationships with industry through regular engagements and communications. The team is responsible for all internal and external communications to the public and ensuring well-written and timely products are produced and distributed. They routinely communicate with senior executives within government and industry and represent the Department at a variety of engagements.

Interprets and implements public law, General Accountability Office decisions, guidance from the Office of Management and Budget and the Federal Acquisition Regulation (FAR) to address Departmental needs and circumstances with respect to category management and strategic sourcing. The incumbent proposes improvements to statutes, the FAR, and other directives and policy documents. Develops and maintains contact with all levels of federal, state, and local officials, industry representatives, academia and congressional or other oversight staff to share information, enhance understanding, and support procurement activities.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Technical Qualification(s) and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Technical Qualifications - Mandatory

You will be evaluated on the following Technical Qualifications:

TQ-1: Demonstrated experience in the leading a complex and multi-faceted acquisition or acquisition related operation, that supports an agency or program with spend of at least $5B or more annually. This includes experience in leading an operation implementing major acquisition initiatives across an organization.

TQ-2: Demonstrated experience and significant knowledge of laws, regulations and policies governing the Federal acquisition of services, equipment and supplies. Experience must reflect responsibility for developing business sourcing strategies and industry outreach that enhance mission performance, improve acquisition efficiency, promote greater competition and increase savings.

FAILURE TO MEET OR FULLY ADDRESS EACH MANDATORY EXECUTIVE CORE AND TECHNICAL QUALIFICATIONS IN THE RESUME WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

    You will be evaluated on the quality and extent of your total accomplishments, education and experience. Your resume will be evaluated by an SES rating and ranking panel, and afterwards, highly qualified candidates may undergo an interview and a reference check. The DHS Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Only the selectee will be required to write Executive Core Qualifications (ECQs) narratives. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by the QRB before appointment can occur.
