Responsibilities

The incumbent performs a complete technical analysis of applications for new and existing AM, FM, Low Power FM, FM translator, and FM booster stations. This analysis involves preparing and evaluating engineering studies and plots to determine compliance with the technical rules. Also provides a technical assessment of any request for waiver of the rules. The incumbent responds to a wide variety of technical correspondence received from the public, government agencies, industry representatives and engineering societies. Provides technical advice on spectrum use and potential interference issues. Reviews evaluate and coordinate the preparation of engineering documents and FCC agenda items to ensure technical accuracy, completeness of the content and overall consistency. Handles all other technical matters within the scope of responsibilities assigned to the Bureau and other such matters as may be assigned by the Division/Bureau Chief.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Specialized Experience GS-13: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following:

Processing and/or reviewing of technical applications; applying regulations and using a variety of engineering databases; and knowledge of transmitting systems and their design and maintenance.

Assessing engineering situations and performing data research and analysis in support of problem-solving recommendations to engineering managers (e.g., use of interference prediction models, mapping tools, and radiofrequency (RFR) emission calculations.)

Specialized Experience GS-14: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following:

Processing and/or reviewing of AM, FM, low power FM, FM translator and FM booster applications; applying regulations governing AM, FM, Low Power FM, FM Translator stations and using a variety of broadcast engineering databases; and knowledge of broadcast transmitting systems and their design and maintenance.

Assessing broadcast engineering situations and performing data research and analysis in support of problem-solving recommendations to engineering managers (e.g., use of broadcast interference prediction models, broadcast station mapping tools, and radiofrequency emission calculations).

Conducting and directing a variety of radio frequency (RF) spectrum management and radio broadcast systems studies and analyses; and

Interpreting and applying technical and policy judgments related to RF devices and services that are contained in government rules and regulations, industry standards, and international agreements.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position. The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and
3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.

An automated score is administered based on the on-line application process used. Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position.

Hardcopy Supplement Documents Required:
