Summary

You will serve as a SUPERVISORY INTERDISCIPLINARY ENVIRONMENTAL ENGINEER/ NATURAL RESOURCE MANAGER/ PHYSICAL SCIENTIST in the Facilities and Environmental Department of COMMANDER - NAVAL INSTALLATIONS.

Responsibilities

  • You will manage the Environmental Compliance Programs for the Department including environmental compliance, conservation and natural resources, and cultural resources.
  • You will provide direct technical, policy, and management support in order to meet public laws, executive orders, and DoD policies and goals.
  • You will independently resolve critical problems or issue related to policy application; coordinate major program functions for CNIC and subordinate installations; and develop and implement innovative resource solutions.
  • You will plan and assign work to subordinates based on priorities, difficulty of assignments and the capabilities of employees.
  • You will provide technical oversight of work, including review of engineering evaluations, National Environmental Policy Act submittals; environmental, natural, and cultural resources studies; and drinking water compliance inspections.
  • You will perform multi-year resource planning and analysis for environmental programs
  • You will oversee environmental and conservation manpower trend and program analysis, including labor resourcing formulation, justification, and decisions.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level III. Certification is required within 24 months of appointment.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing environmental program implementation under minimal administrative direction in terms of broad agency policies, objectives and mission statements; 2) Implementing regulations, policies, practices, tools, and procedures covering environmental program resource budgeting and execution and environmental program complianceauditing and Navy Environmental Management System conformance; 3) Investigating potential problems and providing consultation on entire range of environmental program services; and 4) Analyzing a wide variety of issues and data to formulate guidance or procedural solutions to cost and scope issues related to environmental resource management and auditing programs.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirement for the Environmental Engineer:

Successful completion of a professional engineering degree. To be acceptable, the curriculum must: (1) lead to a bachelor's degree in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT) , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under in the first option for meeting the Basic Education Requirement. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in in the first option for meeting the Basic Education Requirement.

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. NOTE: If you qualify under this option, you must provide a copy of your engineering training plan, OR identify where in your resume you've documented several years of prior professional engineering type experience. Additionally, you must indicate where you worked and the name of your supervisor when you gained your professional engineering experience acquired under professional engineering supervision and guidance.
Basic Requirement for the Physical Scientist:
Successful completion of a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Successful completion of a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for the Natural Resource Specialist:
Successful completion of a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
Successful completion of a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
