Responsibilities

The Management, Business, and Information Services Division seeks a Deputy Chief Information Officer (DCIO), who will report to the Chief Information Officer (CIO) and assist the CIO in planning, organizing, coordinating, budgeting, and managing daily activities necessary to carry out the agencys information technology (IT) mission. Reliable and effective IT is critical to CBOs ability to respond to the needs of the Congress in a timely manner. The CIO and the DCIO will therefore be responsible for making the agencys IT systems as reliable as possible and for ensuring quick, effective action when there are IT problems. CBOs IT activities involve many major functions, such as application development, information security, network management, architecture and infrastructure, storage and email systems, help desk operations, and cloud migration. The DCIO is responsible for the acquisition, installation, and support of the agencys IT resources and services, including all computers, digital equipment, software, data, information and timesharing systems, data and voice communications, networks and infrastructure, and Web and intranet services. The position involves technical duties, including technical support, hardware and software research, and contract management, as well as technical and administrative writing. The DCIO will have a strong IT background; demonstrated leadership experience; good oral and written communication skills; the ability to structure and organize work, set priorities, achieve goals, and meet deadlines; experience with planning, evaluating, and adapting to a changing environment; and experience with helping select, develop, and manage a diverse workforce.

SPECIAL REQUIREMENTS:

Top Secret Clearance or the ability to obtain one

Qualifications

This position requires the following:
A bachelors degree in information technology or computer science (and an advanced degree in computer science or technology management is desirable).
Significant hands-on technical experience within the past seven years, including with troubleshooting and problem resolution, in several major IT functions, such as application development, information security, network management, architecture and infrastructure, storage and email systems, and help desk operations.
Experience managing an IT budget in the federal government, including budget analysis, preparation, and justification.
Proven ability to build teams and develop collegial, collaborative working relationships with a broad range of internal and external constituencies.
At least six years of experience managing IT professionals with an array of skill sets and experience.
Ability to obtain and maintain a favorably adjudicated Top Secret/SCI clearance.
Also desirable are the following:
Project management experience, particularly with developing client/server systems, managing the life cycles of hardware and software, operating data centers, and managing help desks.
Technical certifications.
Prior experience as a DCIO.
