Responsibilities

The position's primary purpose is to provide developmental assignments in marine engineering that will ensure continued growth of personnel to the journeyman engineer qualifications.

Being a civilian working for the Coast Guard makes you a valuable team member. Typical duties include:

At the GS-5/7 level:

* Preparing drawings, bills of material, specifications and test memoranda for the procurement, arrangement, installation, testing, modification, maintenance and repair of shipboard structures, HVAC equipment and systems, arrangements, shipboard furniture, galley and mess equipment, weight handling gear, and small boat launching systems.

* Analyzing, evaluating and preparing new drawings, or modifying existing drawings, using manual drafting techniques or Computer Aided Drafting (CAD) equipment.

* Performing calculations relative to structural strength, area, volume, weight and moment, displacement, and vessel stability using manual and/or computer techniques.

* Performing shipchecks and site visits as required to gather data to support system design as required.

* Developing Simplified Acquisition Procurement process packages for system and equipment.

* Developing Independent Government Estimates, and Procurement Requests.

In addition to the tasks above, at the GS-9/11 levels:

* Designing the functional external and internal layout of Coast Guard ships and boats including: considerations for compartmentalization and access which involve the allocation of interior and exterior shipboard space; functional studies of the stability and safety of the ship for various spaces (e.g., machinery rooms, repair shop, crew quarters, recreation spaces, storage and cargo spaces); and determination of location of deck machinery (such as winches, cranes and cargo handling gear).

* Determining buoyancy and stability of ships and boats, during their design, construction and operation including: stability studies; inclining experiments; reporting of damage control data; and stability calculations and studies for launching, dry-docking, mooring, or towing vessel.

* Using engineering knowledge to develop layouts and sketches for the installation, modification or replacement of systems. CAD skill is required for 2D and 3D software.

* Producing reports, drawings, technical publications, work instructions, test memorandum, and Time Compliance Technical Orders (TCTO).

* Overseeing accomplishment of tests and troubleshoots systems in the even of test failure.

* Managing and completing TCTO, design, production or other projects.

* Scheduling, cost estimating and scope management of projects.

* Managing contract development, execution and closeout.

Qualifications

To qualify for this position, applicants must show that they possess a professional knowledge of engineering principles and practices through the following: Completion of a bachelor's or higher degree in engineering that was from an ABET (Accreditation Board for Engineering and Technology) accredited school or that included courses in differential and integral calculus and courses (beyond first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a)statics, dynamics; (b)strength of materials stress strain relationships); (c)fluid mechanics, hydraulics; (d) thermodynamics; (e)electrical fields and circuits; (f)nature and properties of materials (relating particle and aggregate structure to properties); and (g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Registration as a professional engineer by a State, the District of Columbia, Guam, or Puerto Rico. OR Successfully passing the Engineering-in-Training (EIT) examination, or the written test required for professional registration that is administered by the Boards of Engineering Examiners in the various states, the District of Columbia, Guam, and Puerto Rico, and completed all the requirements for either (a) bachelor's degree in engineering technology (BET) from an accredited college or university that included at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from an ABET-accredited program. OR A combination of at least 4 years of college-level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph A above. (NOTE: The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.) OR Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) AND at least 1 year of professional engineering experience under the guidance and supervision of a professional engineer.

IN ADDITION to meeting the basic education requirements (above), Applicants must have at least 1 full year of professional engineering experience, equivalent to the next lower grade level in the federal service (GS-5 for the GS-7 level, GS-7 for the GS-9 level and GS-9 for the GS-11 level in designing new or modifying existing systems for installation on board vessels.

OR

At the GS-7 level: 1 full year of graduate level education or superior academic achievement may be substituted for the experience.

At the GS-9 level: 2 full years of progressively higher level graduate education or master's or equivalent graduate degree.

At the GS-11 level: 3 full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

OR a combination of experience and education.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. At the GS-5/7 levels:

1. Knowledge of the basic structure and naval architecture engineering theories, concepts, principles, scientific investigative techniques used in problem solving and scientific methodology.
