Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This position is located in the JFHQ-G4. The primary purpose of this position is to provide automated logistics Standard Army Management Information System (STAMIS) support to all state activities and organizations and perform a wide range of specialized methods and techniques for planning, analyzing, and identifying problems; and developing and implementing resolutions in the organization, administrative and systemic programs.

Responsibilities

As a(n) SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-12, you will perform but are not limited to:
Serves as the principal advisor to the Director of Logistics, Deputy Chief of Staff Logistics (DCSLOG/G4) on all STAMIS systems and Automated Logistical Programs. Supervises personnel assigned to the CSSAMO SASMO unit within the state/territory. Provides oversight on all matters pertaining to the fielding and operation of the Combat Service Support (CSS) STAMIS and other automated logistics applications. Utilizes an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation. Identifies funding requirements to support CSSAMO SASMO operations, justifies and submits budget requirements for state operating budget, and executes funds received. Plans, organizes, and directs the activities of the assigned technicians, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate support functions and overall unit program objectives. Researches, interprets, analyzes and applies applicable information technology guidelines, policies and objectives. Establishes policies and procedures for accomplishment of the unit's support mission. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers. Identifies the need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Army National Guard. .
  • Applicants who are not currently a member of the DC Army National Guard must be eligible for immediate membership and employment in the DC Army National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Minimum Rank: O-1/2LT

MILITARY REQUIREMENTS: You must meet the minimum military rank as specified in this announcement. The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

GENERAL EXPERIENCE:
Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must possess at least Thirty-six (36) months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
