Summary

DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Responsibilities

This position is located within the Department of the Interior, the Office of Policy Analysis (OPA), within the Office of the Secretary located in Washington DC. The OPA is seeking an economist to work on natural resource and environmental policy issues involving water, energy, land management, and natural resource damages and restoration. This is a high visibility position with the potential to be involved in current policy issues and related research.

At the full performance level GS-13 the major duties of this position include, but are not limited to the following:

  • Work as part of a staff of resource economists furnishing issue analysis to the Secretary, the Deputy Secretary and Assistant Secretary-Policy, Management and Budget.
  • Assists in the design of economic studies to be executed by other bureaus and offices.
  • Evaluates studies for adequacy of methods and relevance to policy, and advises senior specialists regarding the conduct, results and policy implications of the studies.
  • Conducts economic and statistical analyses of natural resource policy issues. Extend and apply economic and financial analysis techniques to selected natural resource problems.
  • Maintains up-to-date knowledge and capabilities in natural resource and environmental issues.

Please note that the majority of the position's work will be devoted to natural resource damage related duties.

OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information:

GS-11 $69,581 - $90,461 per annum

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:

Economist GS-0110

A. Degree:

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience -- courses equivalent to a major in economics as shown in A above, plus appropriate experience or additional education.

(2) Specialized Experience:

To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (1) Participating in economic studies with emphasis on applications to natural resource or environmental problems or to Federal, State, and/or Local programs that impact natural resources and the environment; (2) participating in the analysis of policy options for addressing natural resource or environmental problems or for Federal/State/or Local programs that impact natural resources and the environment; (3) participating in benefit-cost analysis of natural resource or environmental problems or of Federal, State, and/or Local programs impacting natural resources or the environment; and (4) gathering information and assisting in interpreting, evaluating and synthesizing findings on the economic aspects of natural resource or environmental issues

OR-
Education:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, if related.
-OR-
A Substitution of an Appropriate Combination of Experience and Education:
Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent graduate degree may be used toward this combination.

Written Communication- Ability to write papers presenting problems/issues facing U.S. energy and prepare reports of analytical studies and results communicating information to a variety of technical and general audiences.

Oral Communication- Ability to give spoken presentations to others of a varying technical level background about economic and social science issues related to energy.
