The Airports organization (ARP) provides leadership to airport owners and operators to ensure that U.S. airports are as safe and efficient as possible. ARP's goal is to optimize the safety, security, capacity, efficiency, economic and environmental sustainability, and fiscal responsibility of airports, with due consideration of state and local government priorities as well as the rights of private land owners and commercial stakeholders.

Responsibilities

The Manager, Office of Airport Planning and Programming, Airports Financial Assistance Division, is responsible for managing the Airport Improvement Program (AIP) and the Passenger Facility Charge (PFC) program. The incumbent advises and is accountable for the adequacy of agency policies, criteria, systems, procedures, public rules and regulations, and program plans relating to these programs. In the discharge of the above responsibilities, the incumbent exercises executive direction over a workforce of approximately 17 professional and technical staff whom administer nearly $6 billion in annual financial resources supporting airport planning and development projects for more than 3,000 U.S. civil airports nationwide.

Specifically, the Manager, Airports Financial Assistance Division:
  • Oversees the administration of the AIP and PFC programs
    • Leads the development and review of associated legislative and budget proposals.
    • Formulates policies, procedures, guidance and training programs in support of AIP and PFC
    • Reviews financial analyses, policy documents and correspondence to ensure appropriate quality control as well as consistency and compliance with program requirements.
  • Improves financial management practices and cost savings to the Agency
  • Represents the Office of Airport Planning and Programming at meetings with organizations concerned with matters within the purview of the Airports Financial Assistance Division
  • Collaborates with other FAA organizations, U.S. Department of Transportation, other Federal agencies, state aeronautical agencies, industry associations, individual airports, airlines, and other internal and external stakeholders for the purpose of providing airport financial assistance

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

This position is covered by the Department of Transportation's Drug and Alcohol Testing Program.
