Summary

This position is located in the Department of Administrative Services (DAS), Human Resources Office (HRO), Court Human Resources Division (CHRD). The incumbent of this position will report to the Chief, Court Human Resources Division. As the Deputy Chief, Court Human Resources Division, you will work with court unit executives, management officials, and court human resources staffs to meet the mission requirements of the Judiciary Branch to provide equal justice under the law.

Responsibilities

Duties of the position include, but are not limited to:
  • Assisting the Division Chief with planning and directing all aspects of the Judiciary's human resources policies, procedures, operations, and major initiatives.
  • Researching human resources policy proposals and coordinating with various Judiciary stakeholders to ensure comprehensive analysis is prepared for presentation to the Human Resources Advisory Council and/or the Committee on Judicial Resources for consideration.
  • Studying the operations of the division and recommending new approaches and strategies to effect continuous process improvement.
  • Supporting the division chief in managing various human resources program areas such as recruitment; staffing and classification; qualifications and compensation; court human resources program reviews; background checks and investigations; medical suitability; payroll administration; workforce management; employee relations; leave administration; and performance management.
  • Identifying training needs within the division and coordinating training activities.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience :Applicants must have one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Experience serving as an expert technical authority for senior management officials on complex human resources programs including, at a minimum, organizational management, staffing, pay and recruitment services, and employee relations programs;
  • Experience developing new concepts and approaches to address the human resources requirements of the organization;
  • Experience developing human resources policies in one or more of the program areas of organizational management, staffing, pay and recruitment services, and employee relations;
  • Experience evaluating the effectiveness and transactional accuracy of human resources programs;
  • Experience providing technically sound advice and recommendations to resolve complex human resources issues; and
  • Experience leading a team of human resources professionals in order to accomplish human resources program goals.
