Responsibilities

The Office of the Chief Information Officer is responsible for the overall direction and management of the Commission's computer and telecommunications systems including information management, development, operations and maintenance support of systems across the Enterprise to include primary locations and field offices, evaluating emerging technology to support various mission needs within the FCC; and, verifying all solutions abide by IT standards to include security policy with changing business needs and strategic direction.
  • Is responsible for overall direction of the Commission's Information technology and telecommunications systems.
  • Serves as the senior Information Technology Program advisor to the Managing Director, Chairman, Commissioners and Commission on issues involving strategic and tactical-information systems planning and execution; and providing executive leadership and direction to the Information Technology Center staff in fulfilling the FCC's Information Technology Vision of delivering modern infrastructure, information, and communications technologies to support and empower innovation of the diverse FCC's Bureaus and Offices missions.
  • Provides executive oversight and direct line supervision over the work of the FCC's information technology organization.
  • Manages the Commission's Information technology program, which includes: (a) developing, implementing and overseeing integrated policies, programs and objectives; (b) wide and local area networks, custom software development, office automation systems, information technology facilities, (c) training; and (d) planning and acquisitions of information technology products and services.

This position has been designated as a Testing Designated Position in accordance with the Commission's Drug-Free Workplace Plan. If selected for the position, you will be subject to drug testing prior to employment and periodic random testing after entering on duty.

Qualifications

FAILURE TO MEET OR ADDRESS ANY ONE OF THE EXECUTIVE CORE QUALIFICATIONS or MANDATORY TECHNICAL COMPETENCIES WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

NOTE: Those applicants currently serving under a career Senior Executive Service appointment, who are eligible for reinstatement into the Senior Executive Service, or who have successfully completed a Senior Executive Service Candidate development Program approved by OPM, need not submit a narrative statement covering each of the Executive Core Qualifications. However, those applicants must address the following Mandatory Technical Competencies.

MANDATORY TECHNICAL COMPETENCIES: All candidates must submit a narrative statement (as reflected in your answers to the Vacancy Questions or upload as a separate document) addressing each of the following Technical Competencies.

1. Demonstrated expertise and comprehensive knowledge of multiple technologies and platforms in order to plan, direct and execute major information technology programs; develop and implement information technology systems methodology for integration with strategic planning, and ongoing evaluation of agency systems and data requirements.

2. Demonstrated experience in successfully managing an organization's risk and vulnerabilities assessments of planned and installed information systems to identify vulnerability, security risks and protections needs to secure the integrity of cybersecurity operations and information technology systems and compliance programs.

3. Demonstrated leadership and experience in successfully managing agency and/or corporate level information technology (IT) and information management functions in areas such as IT policy and governance, information technology architecture, cybersecurity, IT planning and investment control, network service, data management, systems administration, program management, Software Development Life Cycle (SDLC) processes, Agile thinking methodologies, acquisitions planning, and customer support.

4. Demonstrated ability to develop and implement strategic plans, policies, standards, and programs in conformance with legislative and other regulatory requirements to improve the management and utilization of information and information technology resources and promote IT system solutions and lead organizational changes that take best advantage of state-of-the-art advances in information technology.
