The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Responsibilities

The incumbent organizes budgetary and financial information involving complex or intricate issues within a large, highly integrated, and comprehensive financial management system. Analyzes and evaluates financial transactions and activity to identify weak or deficient areas including noncompliance with directives, inaccurate reports, untimely actions, and absence of controls. The incumbent uses financial management systems to complete financial transactions (i.e., obligation, payment, and liquidation of funds) for LS contracts and other authorized expenditures (e.g., printing and graphics, travel, and training expenditures).

Conducts in-depth research and analysis of financial data using historical documents, regulations, and statistical sampling methods. Maintains payment and contract records to ensure proper liquidation of obligated funds. Performs analysis of financial and cost data on a regular basis and by specific request. Includes in-depth research and interpretation of applicable guidelines and regulations with proposed alternatives for resolution. Reviews and studies regulations, directives, laws, accounting manuals, policy statements, etc., which affect accounting and funding. Recommends changes to meet requirements. Independently resolves financial problems of great complexity. Evaluates complex programs for compliance with policies and regulations. Analyzes new policies and processes to determine the extent of their influence upon other current policies, procedures, regulatory, and policy objectives. Performs analysis and interpretation of financial statements and reports and for resolving problems for which no clear precedent exists and independently developing methodologies to address such problems.

Monitors and tracks regularly recurring financial activity. Reviews, monitors and projects financial data for a wide range of complex activities, such as payroll, non-personnel expenses, travel, and inter-agency agreements. Reviews funding and spending data to develop cost information reflecting operating expense trends for agency programs, budget line items, etc. Provides advice to management concerning the most efficient and effective means of monitoring and tracking funds. Recommends improvements related to funds control management systems. Researches and confirms the validity of charges, verifies data, checks balances, and reconciles accounts.

Conducts all aspects of financial review and analysis activities related to a major substantive agency program. Reviews budget estimates, financial statements, reports, and overall program plans to evaluate a wide range of the Library of Congress activities in relation to current obligations and expenditures. Analyzes and interprets operating results and long-range budgetary requirements to ensure conformance with legal and regulatory policies. Develops, applies, monitors, and adjusts financial and budgetary plans, policies, and activities to attain The Library of Congress objectives.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to gather, organize, analyze, and reconcile financial data.**

Knowledge of financial management policies and procedures.**

Knowledge of the laws, rules, and regulations pertaining to financial aspects of an agency mission or program.

Knowledge of accounting principles, practices, and techniques.

Knowledge of automated systems used in financial analysis work.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.
