As Toll Road Manager, you will ensure the safe operation of the Dulles Toll Road and the accurate collection and reporting of toll revenues.

Toll Road Manager

Serves in the Dulles Toll Road (DTR) Department of the Washington Dulles International Airport (IAD), located in McLean, VA.

Directly and through subordinate staff, consultants, and contractors, ensures all aspects of the fourteen miles of the DTR are operational 24/7. Oversees the Customer Service Center and Toll Operations Center. Negotiates and administers contracts for support of DTR operations. Participates in decision-making regarding the strategic planning and project planning, design, technology, and implementation of integrated toll collection systems on new toll projects. Plans, develops, oversees, and administers the DTR Division budget. Performs related functions.

GENERAL RESPONSIBILITIES

Ensures all aspects of the DTR operations and technology support systems are in place and operate to maintain the safe and continuous (24/7) functioning of the DTR.

Leads a variety of financial, operational, maintenance, management, and administrative functions to support the operation of the DTR.

Provides leadership, policy guidance, and assigns resources to maintain the safe operation of the DTR road way and its facilities, focusing on customer service and the accurate collection and reporting of toll revenues. Responds to customer concerns and unforeseen emergencies.

Oversees the operation and maintenance of all toll collecting equipment and communication systems. Ensures preventative and corrective maintenance of the toll system equipment is performed.

Reviews, evaluates, and approves toll lane closure requests from contractors and others.

Receives continual updates of the toll collection revenue system and implements operational changes as warranted.

Negotiates, monitors, and oversees contracts that support operation of the DTR.

Directs, administers, and conducts reviews and investigations of toll facility and toll service center operations.

Ensures internal customer service and support systems are maintained at optimal levels.

Coordinates with governmental agencies for the provision of services needed for DTR operations.

Oversees the DTR's Finance Division, ensuring toll revenues are counted correctly, deposited accurately, and precisely recorded and reported.

Responsible for the safety and security of the toll road facility including the safety requirements of the Cash Fund.

Ensures all operation and audit guidelines are in place and continuously updated to ensure a safe and accountable operation.

Ensures compliance with and supports the Airports Authority Office of Audit requirements, policies, and guidelines for audits.

Responsible for working with internal and external stakeholders on the development of strategic Emergency Preparedness Response Plans for the toll facility and the Dulles Corridor.

Responsible for developing and implementing the Incident Management training for operations staff and acts as the Incident Commander for large scale incidents.

Responsible for developing and implementing all winter response plans.

Ensures all Virginia Code requirements relating to toll operations, violation enforcement, violation collections and court requirements are handled in accordance with the Code of Virginia and reconciled.

Works with internal and external agencies to recommend revisions to the Virginia Code as it relates to toll operations.

Performs other duties as assigned.

QUALIFICATIONS

Eight years of progressively responsible experience in toll road operations or tolling (or similar revenue) collection technology.

Skill in reviewing and preparing contractual language and documents, budget and inventory reports, financial analyses, and formalized policies and procedures.

Ability to develop complex budgets and track actual performance.

Knowledge of supervisory principles and demonstrated experience in successfully managing and leading a diverse unit/team.

Ability to make detailed analyses of data and information and make recommendations.

Ability to effectively manage multiple projects and competing priorities, simultaneously.

Ability to speak, write, and make presentations effectively.

Skill in using a computer and modern office suite software, with emphasis on financial systems/software.

PREFERRED QUALIFICATIONS

Knowledge of and experience with dynamically priced tolling systems and related operational issues with background in roadway transportation.

Knowledge of and experience with roadway transportation operations.

EDUCATION

Bachelor's Degree in Business Administration, Accounting, Finance, or related field.

CERTIFICATIONS AND LICENSES

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

May be subject to hold over and recall on a 24-hour basis for essential services and emergencies.

May be subject to night/weekend work.
