Montgomery County Recreation is seeking a highly motivated and experienced recreation professional manager who will manage the day-to-day business operations, providing oversight to define the strategy and execution of center-based operations including programs and events designed to improve and enhance the quality of life that meets the recreational needs of diverse groups of County residents while ensuring the Department's mission is achieved at 22 community and neighborhood recreation centers. The successful candidate will be responsible for managing 35 full time equivalents (FTE's) and performing the professional, administrative, and supervisory work to execute required duties.

Successful candidates will demonstrate extensive and ongoing experience in the areas of recreation programming (minimum of three areas mentioned above) as well as budget and fiscal accountability. Staff and volunteer management experience is also essential. This employee maintains an active working relationship with other agencies, schools, and interest groups; coordinates recreation programs; reviews and evaluates programs and makes recommendation to improve and expand recreation services; prepares operating budget for approval by the Division chief and operates within the framework of the approved tax-supported and self-sustaining revenue budgets. 

The manager's work involves the knowledge, skills, and ability to:

• Carry out and ensure robust processes are in place for program planning, development, implementation and evaluation of all center programming.

• Establish programs aligned with the mission and goals of a center based on annual assessment of needs and interests of a demographically diverse community.

• Implement effective metrics which monitor center operation effectiveness.

• Establish and manage an annual operating plan and deliver against objectives.

• Strategically recruit, select, and manage center staff and volunteers.

• Manage partner relationships including the contract process, assessment, selection, and negotiations.

• Proactively communicate internally and externally, and develop and foster strong relationships with the public, civic groups, and local businesses.

• Perform and schedule tasks in areas such as facility use, equipment maintenance, and repair.

• Develop and administer policies and procedures for respective areas; prepare written evaluations; maintain complete and accurate records and documentation on all center-based operations.

• Provide oversite of day-to-day operations of the recreation centers including programming, events, programs, and team/volunteer scheduling.

• Demonstrate flexibility and adaptability to work in a variety of high-stress situations and environments that are changing and/or have competing priorities.

• Create connections with underrepresented individuals and communities and ensure the development and delivery of culturally responsive center-based programs and activities.

• Oversee development of all marketing and promotional activities.

• Design comprehensive plans to enhance the user-experience and drive enhanced utilization.

• Promote, market, and monitor the public relations for recreation centers by acting as liaison between and within the department.

• Coordinate all planned preventative maintenance projects and assist with all unplanned maintenance events.

Responsibilities: 

The Facilities Manager is a key member of the Department's leadership team and will be responsible for supervising and maintaining the stability of a large career and seasonal staff by modeling desired behaviors through consistent and positive work ethic; by providing direction and guidance to employees through clear articulation of performance expectations, policies and procedures, work plans, program goals and related services; and by advocating on behalf of the management team. 

This position frequently requires work beyond the typical 40 hours and during non-traditional hours to include early mornings, evenings, weekends, holidays, and in varying weather environments. This position requires the availability to respond to general information requests from the Director's Office outside of regularly scheduled work hours. This position is considered essential, and must be available to respond to and handle emergencies during working and non-working hours and must report to work during a period of general emergency or liberal leave. 

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

This position requires the ability to attend meetings or perform work at locations outside the office.

Minimum Qualifications:

Experience: Five years of progressively responsible professional experience in recreation facilities management to include planning, development, and implementation of recreation programs and activities.

Education: Graduation from an accredited college or university with a Bachelor’s degree.

Equivalency: An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications.
