Responsibilities

You will serve as a Contract Specialist with complete responsibility to plan and recommend for execution, all contractual actions and phases for assigned programs.

At the full performance level of GS-12, typical work assignments include:
  • Performing all aspects of the contracting transactions from initiation to recommendation of award to procurement of items or services with specialized requirements.
  • Analyzing the requirement, recommending revisions to the statement of work or specifications, and deciding on the type of contract, milestones, and acquisition plans.
  • Performing contracting work through use of negotiating techniques.
  • Surveying the market to determine the availability of items or services with specialized requirements.
  • Coordinating contract administration activities for long-term, extensive technical service contracts and/or cost type contracts.
  • Utilizing in-depth price/cost analysis techniques.
  • Negotiating complex modifications to contracts.

At the GS-11 level:
  • Reviewing procurement requests, prepares and reviews justification and approvals;
  • Preparing solicitations incorporating all the correct provisions and clauses; analyzes bids/proposals
  • Determining compliance and conformance to the solicitations;
  • Developing pre- and post- negotiation memoranda;
  • Monitoring and administering contracts through final delivery and acceptance, final payments and contract closeouts;
  • Analyzing procurement requests to determine requirements, recommending changes to statements of work, and determining appropriate type of contract.

At the GS-09 level, less complex duties will be performed under closer supervision.

Qualifications

Basic Education Requirement for GS-09 through GS-12: 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. EXCEPTIONS TO GS-12 QUALIFICATION REQUIREMENTS: Applicants in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.

IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENTS ABOVE, APPLICANTS MUST HAVE SPECIALIZED EXPERIENCE AS LISTED BELOW:

GS-9 level: 1-year of federal specialized experience equivalent to at least the GS-7 level. Examples: developing procurement plans; preparing and issuing solicitation documents OR To substitute education for specialized experience, completion of 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D., if related OR combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS-11 level: 1-year of federal specialized experience equivalent to at least the GS-9 level. Examples: reviewing official contract files; preparing written requests for proposal OR To substitute education for specialized experience, completion of 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree, if related OR combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS-12 level: 1-year of federal specialized experience equivalent to at least the GS-11 level. Examples: negotiating complex modifications to contracts; participating in negotiations or serving as a primary cost/price negotiator.

Specialized experience is experience that has equipped you with the particular ability, skill and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
