Summary

This position is located in the District of Columbia Courts, Human Resources Division, Performance and Employee Relations branch. The Performance and Employee Relations Manager supervises staff and performs complex professional work in the development and execution of performance management and employee relations strategies that support the human resources strategic plan and accomplishment of aligned projects, goals and operational objectives.

Responsibilities

This position will be open until filled. Applicants will be reviewed on a weekly basis.

The Performance and Employee Relations Manager duties include but are not limited to the following:
  • Oversees the projects and programs of the performance management team that enables strategic human resource management decisions in the area of employee relations, organizational development, and performance management
  • Manages the Performance and Employee relations team and participates in complex performance matters where superior problem-solving, analytical, operational, consulting and communication skills are critical to deliver insightful recommendations that support the District of Columbia Courts' strategic priorities
  • Advises management and staff on performance plans and evaluations. Providing technical information on performance management policy and systems. Ensuring that performance elements are measurable and designed to improve overall organizational effectiveness and efficiency. Monitoring implementation of performance management programs in various offices. Meeting with management officials to identify problems and develop strategies and specific plans to address any shortfalls
  • Provides technical information on employee relations and performance management policy and systems, ensuring that performance evaluation elements are measurable and designed to improve workforce effectiveness and efficiency
  • Drives organizational growth through a strong understanding of performance management processes
  • Collaborates with divisions by analyzing data to enhance programs in the areas of employee engagement, performance management and organizational development
  • Implements, administers, and manages a performance management system, projects and programs that enable and promote strategic human resource management and administration
  • Serves as a policy expert on design, implementation and maintenance of performance management/evaluation programs and solutions
  • Makes recommendations on policy, procedural and program changes to senior level managers, Personnel Advisory Committee, and Management Training Committee
  • Coordinates the design, implementation, launch and facilitation of training for management and employees on program milestones and updates as the performance management subject matter expert
  • Stays abreast of performance management best practices and regulatory updates that may be beneficial to the DC Courts or have an impact on current operations
  • Utilizes technology and qualitative and quantitative tools to identify, evaluate and recommend management appropriate HR interventions to resolve performance management and organizational issues

Qualifications

Bachelor's degree in human resource management, business administration, public administration or a closely related field; plus six (6) years of experience in human resources of which at least three (3) years of experience must be in performance management or employee relations and a minimum of three (3) years of supervisory experience. The successful candidate must possess strong verbal and written communication skills, knowledge of performance management, metrics and data analytics.

An advanced degree is preferred.

This job is being filled by an alternative hiring process and is not in the competitive Federal civil service.

Please note there is a mandatory one year probationary period for all non-judicial new employees.
