Responsibilities

  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
  • Interpret complex data requests in order to process large data pulls and create reports which may have high visibility and short turnaround times while being responsible and accountable for data analytics activities.
  • Extract data from complex databases that will be used to generate operational statistics and optimal visibility.
  • Analyze a variety of reporting programs measuring production of the agency through use of tools like Microsoft Excel/Access, Oracle Business Intelligence Enterprise Edition (OBIEE), Structured Query Language (SQL), Statistical Analysis System (SAS).
  • Implement and evaluate policies in your assigned areas of responsibility to effectuate efficient processing of data requests and work with leadership in the development and implementation of a continuous data quality process.
  • Analyze facts of a data request, define the problem, retrieve and assemble the data using mathematical, statistical and qualitative methodologies to respond accurately, timely and effectively to USCIS data requests from internal/external customers.
  • Communicate complex technical and analytical information in both a plain language manner to business and technical stakeholders at all levels.
  • Research operational procedures to understand data movement and assess potential data issues, and provide recommendations to address data imperfection in an analytical product.

Probationary Period: You may be required to serve a probationary period of 1 year.

The qualifications for this position must be met by 11:59pm (Eastern Time) on the closing date of this announcement 06/03/2019.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59pm (Eastern Time) on the closing date of this announcement 06/03/2019.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Qualifications

Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. Relocation expenses for USCIS employees assigned to an OCONUS location will be considered on a case-by-case basis.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Conducting studies, analyzing findings and making recommendations on substantive operating systems or programs that required applying knowledge of qualitative and quantitative analytical techniques;
  • Independently running analytical studies and projects of performance data resulting in the production of comprehensive enterprise reports and dashboards.
  • Creating data reports using Structured Query Language (SQL) or Statistical Analysis System (SAS) or Oracle Business Intelligence Enterprise Edition (OBIEE) to generate requested data.
GS-14: In addition to the requirements at the lower grade level, you qualify at the GS-14 level if you possess one (1) year of specialized experience, equivalent to at least the GS-13 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Managing analytical studies and projects of performance data resulting in the production of comprehensive enterprise reports and dashboards.
  • Acting as a liaison among stakeholders by facilitating discussions, holding meetings, and responding to inquiries and concerns across an organizational entity.
  • Leading department and/or agency initiatives analysis and making recommendations that require applying knowledge of qualitative and quantitative analytical techniques;
  • Overseeing a variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning; providing recommendations to parties dealing with various management levels throughout an agency or organization.
