Summary

The incumbent serves as a recognized technical authority and expert for an assigned systems development area in the Office of Enterprise Information Systems (OEIS), Office of the Deputy Commissioner, Systems. The incumbent serves as a technical advisor for systems planning and development projects which require the testing of new technologies and coordination of long-range system design plans in an assigned area of expertise.

Responsibilities

  • Provides authoritative advice to executive level managers within the Agency about the area of expertise.
  • Conducts continuing review of computer technology developments applicable to system design and prepares long range forecasts of developments relevant to SSA applications.
  • Provides technical direction and guidance to other IT Specialists.
  • Serves as an agency-wide resource person in providing technical support and advice concerning SSA's programmatic systems development
  • Provides software applications expertise at technical discussions and negotiations with other Agency components whose work interfaces with or impacts on systems operations or processes in the incumbent's area of responsibility.
  • Develops workplans, detailed systems analysis and design of new or existing major systems or subsystems and oversees software development, debugging, and implementation activities for SSA?s programmatic systems.
  • Plans, sets priorities and develops systems analysis techniques and analytical approaches in accordance with Target Architectures.

Qualifications

Applicants must qualify for the series, grade, and selective placement factor (if any) of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Additionally, applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped applicants with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience must include designing, developing, and debugging software applications in a Java environment using eclipse and DevOps tools such as maven, Git, Jenkins, AND nexus.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation you receive is based on your responses to the questionnaire. Your resume and supporting documentation will be compared to your responses to the occupational questionnaire, which is designed to capture the desired competencies for this position. These competencies include:
  • Skill with advanced Java programming techniques, concepts, methods, standards, and practices such as Service Oriented Architecture (JAX-WS / JAX-RS), Java Message Service (JMS), concurrency (Java multi-threading), and Apache HTTP Async Client (or Spring equivalent).
  • Skill in developing JEE web-based applications using Integrated Development Environments (IDEs) such as Eclipse Oxygen or Rational Application Developer (RAD 9.5).
  • Ability to develop, build, and deploy applications in an Agile environment using Maven scripts, distributed version control like Git, continuous integration tools like Jenkins, and code repositories like Nexus.
  • Skill in developing Single Page Apps with Angular6, using tools like Visual Studio, targeting Amazon WebServices (S3) with technology such as RedHat OpenShift and Docker Containers.
  • Ability to provide authoritative information and options concerning long range objectives in a large-scale programmatic area.
