Summary

This position is located in the Program Control Unit, Program Management Office for the Department of Veterans Affairs'(VA)Office of Electronic Health Record Modernization (OEHRM), Within the Office of the Deputy Secretary of VA(DEPSECVA)where the incumbent serves as a Program Specialist performing cost management duties including the planning, designing and implementation of an overall cost strategy for Program Control in support of OEHRM and oversight of cost activities.

Physical Requirements: Work is primarily sedentary, but involves use of a government furnished computer so a degree
of manual dexterity and visual acuity sufficient to utilize these tools are required. Some physical effort is required in that the incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any
special physical effort.

Major Duties:
  • Evaluates project scope and needs to develop and present recommended budgets for the Pillar and leads the administration associated with funding.
  • Creates and manages detailed cost plans and produces and maintains detailed cost reports on a regular basis and present these reports to leadership.
  • Leads the development and verification and validation of all cost estimates and reviews life cycle cost estimates in support of program activities to include major milestones, program design and development.
  • Plans, develops, implements, coordinates, monitors and evaluates workstream components to include ongoing review of scope and schedules, requirements and work products, e.g., deliverables or other products from staff and contractors.
  • Conducts studies, reviews, and surveys to assure operating programs are authorized and cost effective.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/14/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The Selective Placement Factor for this position is: demonstrated experience in developing and implementing strategic cost management policy/guidance in support of cost planning and evaluating cost benefit analysis from activities for accuracy.

You may qualify based on your experience, as described below:

Education: There is no educational substitution at GS-14 grade level.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience includes work that involves (1) analyze budget formulation and execution to ensure operational requirements are submitted for inclusion in annual organizational budget, (2) assess organizational cost and pricing capabilities related to commercial item acquisitions, (3) recommend the initiation and preparation of new policies and procedures to resolve unique persistent issues not addressed under present regulations, (4) conduct studies, reviews, and surveys to assure operating programs for organization-level oversight analyze progress reports, staff studies, and special reports for the organization, and (5) demonstrated communication skills to form and support decisions made by leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
