Summary

You will serve as a Human Resources Specialist (Labor and Employee Relations) with the Deputy Chief of Naval Operations (Manpower, Personnel, Training, and Education) (N1) of PERS WASHINGTON.

Responsibilities

  • You will develop evaluative material for comparing overall labor and employee relations program objectives with program accomplishments, developing new programs or modifying existing programs and assessment of overall program success.
  • You will develop, recommend and provide direction of LR/ER program policy and goals to be executed by subordinate activities.
  • You will provide expert technical guidance regarding a wide variety of complex labor and employee relations (LR/ER) issues.
  • You will represent the command in Department of Navy Labor and Employee Relations policy, program development, and field operations issues.
  • You will review/verify injured workers claims and ensure medical bills are paid and workers are appropriately compensated when unable to work.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting labor and employee relations guidance to translate into instructions for subordinate agencies; 2) Developing metrics to determine successful of employee relations, labor relations and Federal Employees' Compensation Act (FECA) programs; 3) Investigating suspected cases of fraudulent FECA claims; and 4) Reviewing procedures to assure maximum efficiency, economy and effectiveness of labor and employee relations operations.
