Summary

You will serve as a Practical Nurse in the Medical Home Port Team 1, Dam Neck Health Clinic, Director, Branch Clinics of NAVMEDCEN PORTSMOUTH VA.

Responsibilities

  • ? Provides direct patient care along with the Registered Nurse in the care and treatment of all patients seen in the Immunizations Clinic and all patients seen on the in-patient wards requiring vaccinations.
  • ? Uses the nursing processes in planning, implementation, coordination and provisions of nursing care that reflects the philosophy and mission Public Health Nursing, Nursing Service and the command.
  • ? Develops/implements problem solving techniques for nursing/administrative processing addressing the increased complexity/ patient acuity of the outpatient population including severe handicaps,, patient with external monitors and support equipment.
  • ? Follows established clinic policies and procedures in referring patients for immediate treatment when requests are accompanied by complaints of acute symptoms.
  • ? Interprets and executes standing physician's orders within the scope of nursing practice and in accordance with Naval Medical Center Portsmouth policies and instructions.

  • Work involves walking and standing, bending, lifting, agility, manual dexterity and physical strength to perform necessary treatments.
  • Work is performed within the ambulatory setting in an outpatient care environment and involves risk of exposure to contagious and infectious diseases where gowns, gloves and masks are required as a safety precaution.
  • Current state license and current BLS certification is required.
  • Incumbent must receive and maintain appropriate vaccination against season influenza as a condition of employment.
  • A favorable Tier 3 background investigation is required for all Non-Critical Sensitive positions with access to network systems and Personally Identifiable Information.
  • This is a designated drug testing position.
  • Health Care Works (HCW) will be offered the hepatitis B (HPV) vaccine or HBV immunity testing.
  • HCW without documentation of HBV immunity or documentation of a completed HBV immunization series that decline the HBV shall be required to sign a HPV Immunization declination form prior to reporting to work.
  • Incumbent must have active, current state license as a Licensed Practical Nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Certification must be submitted with your resume.
  • Must possess and maintain a current Basic Life Support Certificate. Certification must be submitted with your resume.


Qualifications

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

BASIC REQUIREMENTS: All applicants must meet the following basic requirements AND specialized experience to qualify: Candidates must be currently licensed to practice as practical or vocational nurses in a State or territory of the United States or the District of Columbia or must have applied for a license to practice. Applications of candidates possessing a license must be accompanied by a certified or photostatic copy of the license, a notarized statement attesting to the fact, or a citation of the license number and State issuing it. Non-licensed candidates who have completed their training may be appointed subject to obtaining the required license during the probationary period. Those not licensed must furnish the date on which they applied for a license and the jurisdiction involved. No person appointed pending licensure may be retained beyond the probationary period if licensure has not been attained.

Minimum Qualifications (Specialized Experience Statement Screen out) (HR/SME): In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector in a medical care setting. sector in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as:

- Performs verbal nursing assessment of client's condition and needs and refers appropriately, and validating parent's readiness for vaccine education.
- Develops, plans, and delivers formal and informal educational programs for the professional and non-professional staff.
- Performs patient check-in to include vital signs and weight, if indicated, pain assessment and medication reconciliation review as appropriate.
- Analyzes information to determine appropriate implications using gap analysis and to support identifying individual patient needs and limitations.
- Performs a clerical and administrative duties including patient booking, patient check-in and record maintenance and filing using AHLTA, CHS systems.
