This vacancy is for a Computer Scientist position in the Chief Technology Office located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Serves as a technical expert who utilizes the latest technologies to design and develop innovative software solutions for enterprise or custom Census Bureau systems.
  • Investigates system concepts and system interactions to identify and/or predict the critical software engineering and physical problem areas in the system, develops solutions, and recommends a course of action.
  • Provides enhancements, improvements, and cutting-edge development to solutions by adapting the latest computer technology that is consistent with overall bureau policies, procedures and budgetary constraints.
  • Establishes a work plan and staffing for each phase of the project, and arrange for recruitment or assignment of project personnel.
  • Prepares project reports and gives presentations to management, clients, and others.

Qualifications

Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: establishing software design concepts to craft standard system designs from existing system functionality and new user requirements; using Object Oriented programming and the latest tools to create new or improved methods and techniques in applications and system software; developing innovative software solutions using large volumes of data; using modern project management techniques; and providing technical insight and developing complex software systems using processes such as: data structures, computer system architecture, software engineering and computer communication.

AND

Education: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume, optional cover letter and supporting documentation will be reviewed to determine if you meet the minimum qualifications for the position.   • Ability to communicate in order to prepare, present and explain technical information to various groups, including leadership and other teams, establish rapport, persuade others, and gain understanding of Center for Applied Technology's (CAT's) requirements and issues.
