Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Manage specific regulatory program areas which may include (distilled spirits, beer, industrial alcohol, tobacco, public guidance, firearms and ammunition excise tax (FAET), Federal Alcohol Administration (FAA) Act, and regulations drafting) within the purview of the Alcohol and Tobacco Tax and Trade Bureau (TTB).

-Develop, write, and coordinate policy and regulatory decisions based on consensus with TTB and Treasury Department officials, and the Director, Regulations and Rulings Division. Analyze rulemaking comments submitted by industry members and the public.

-Serve as an advisor to top-level management such as the Assistant Administrator (Headquarters Operations), division directors, Field Operations managers, and Chief Counsel on all policy issues and technical matters within the program area.

-Develop program and project objectives, goals, resource requirements, and milestones for all aspects of the TTB regulatory program area.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

-Functioning as a policy developer and manager for an alcohol, tobacco, or general regulatory program area.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Leading projects and studies and providing advice on technical matters involving a regulated industry.

CONDITIONS OF EMPLOYMENT:
