Summary

The primary purpose for the position is to handle all aspects of assigned responsibilities which are directed towards administrative practices and relationships as they relate to the Board's mission. This position is located in the BVA, Appellate group. The Program Specialist is primary focused on the administration and management of the Privacy Act and the Freedom of Information Act (FOIA) carrying out a wide variety of duties and responsibilities related to the functions of the office.

Responsibilities

Analyzes specific data points of appeals remanded to the Board by the Court of Appeals for Veteran's claims to determine whether the appeal is properly before the Board and whether all necessary requirements and processes have been completed by the agency of original jurisdiction. Updates
Board's database and initiate the tracking process and the management of the appeal until the Board adjudicates the decision. Track omissions and errors in all categories of data specified and provide reports to management regarding common error types.

Responsible for the security of claims folder. In this regard, the program specialist will observe all BVA policies regarding case control and update VACOLS each time he or she receives or forwards a case to another location.

You assists the Freedom of Information Act/Privacy Act (FOIA/PA) Officer in processing of information requests under both statutes. Familiarity with and understanding of the requirements and provisions of both statutes is required, including developing expertise in identifying, locating and acquiring the information needed to respond to requests. Also responsible for reviewing, routing, and associating, as appropriate, all incoming correspondence, reports, claims folders, and other materials to ensure proper handling and distribution.

Distinguishes first Privacy Act and third party (FOIA) information requests, enters requests in the electronic logs specifically designed to track all such claims, and dispatches acknowledgement letters to the requester. Assures the accuracy of the Board's automated database, Veterans Appeals Control and Locator System (VACOLS), by timely and accurately adding all required information into VACOLS, recording actions taken on information requests from receipt to dispatch, accurately tracking the location of the claim files, and attaching appropriate electronic correspondence.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/11/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Major program administration, which would include but not limited to tracking, reporting maintaining several logs or database. Reporting and responding to information requests in compliance with programs such as the Privacy Act/Freedom of Information Act OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Although not a requirement for eligibility applicants with Privacy Act/Freedom of Information program administration and management are highly desired.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is physically demanding and consists of the incumbent transporting rolling carts weighing up to 100 pounds, routine bending and lifting of claims, folders, boxes or other items weighing approximately 20 pounds. Filing and retrieving folders, boxes and other items that can weigh approximately 20 pounds on shelves that require the use of a step stool. Occasionally, it will be necessary to lift and carry larger and heavier files.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
