Responsibilities

Performs multiple and varying assignments under the limited direction of a manager or more experienced professional in support of changes in air traffic control procedures.

The incumbent will apply experience and advanced knowledge to plan and accomplish the following:
  • Serve as the administrative focal point for the division providing timely and responsible answers on requests for information, clearance of documents, and other data. Identify workflow problems, conduct file purges, and update & validate information in various systems.
  • Is a division resource on the use of the Document Management System (CDMS), and is responsible for running management reports and assisting staff in the efficient use of the CDMS. Conduct research and compile information from various resources, and coordinate with action officer, managers, attorneys, legal assistants, and senior program specialists to verify or clarify information, processes, or data.
  • Manage Airport Improvement Program (AIP) resources by planning and monitoring obligations and expenditures throughout the execution of the budget cycle; provide administrative support to AIP attorneys throughout the U.S.; support the Parts 16 Docket activity through filing documents, maintaining records and dockets, conducting reviews so that deadlines are met, and disseminating items to other lines of business.
  • Assist in preparing administrative records, note and correct case file deficiencies (e.g., missing documents, inconsistent material) before sending the case to the assigned environmental attorney.
  • Evaluate and advise on the organization, method, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation. Conduct research on complex legal issues related to the National Environmental Policy Act (NEPA), as well as other legislation, regulations, policies, standards, procedures, and directives.
  • Prepare written draft responses to community or congressional complaints. Analyze new or proposed statutes or regulations to determine impact on program operations and management, and assist in the development of a nationwide policy and strategy to address noise complaints in a consistent manner.
  • Schedule and support meetings with community groups, congressional staff, and work groups.
  • Perform other related duties as assigned.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-11/FV-G) in the Federal Government or non-Federal equivalent. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

SPECIALIZED EXPERIENCE is defined as experience drafting policy guidance and/or implementing policy guidance in a regulatory environment.
