Working with the President of the Kennedy Center ("President"), the Director of Government Relations provides critical senior staff support for the John F. Kennedy Center for the Performing Arts ("the Center"). As the chief external lead to the Administration, Congress, the diplomatic community, the local community, the city government, other local agencies, and foreign governments, this position acts as liaison and ombudsman and chief of protocol to these communities and develops strong institutional relationships and open communication with them on the activities of the Kennedy Center.

The Director plays a critical role in collaborating with senior management to establish and fulfill outreach initiatives to ensure awareness of and support for the Centers role as a national center for the performing arts and as a living memorial to President John F.Kennedy.

Duties and Responsibilities:

50% Creates and executes a short and long term strategy for the Center's government relations locally, nationally and internationally with key organizations and governments in alignment with the Center's institutional priorities. As directed by the Kennedy Center President, the Director plans, develops, and implements high visibility projects that fulfill the Center's mission. Identifies and pursues opportunities to position the Kennedy Center positively with the Administration. Expands the Kennedy Center's reach throughout the Executive, Legislative, and Judicial Branches, the diplomatic community, and the local government.
  • Serves as liaison to key White House, State Department, Cabinet, and other Cabinet officials to develop joint projects with those agencies.
  • Manages liaison with the Office of the Management and Budget and guides strategy and communication regarding the Center's funding priorities to the Administration.
  • Oversees, manages, and maintains ongoing relationships with members of congress, their staff, committee staff, and develops outreach and advocacy for the Center's mission, goals and financial priorities.
  • Understands the legislative process, the impact on the center, and ensures timely updates to the President.
  • Serves as liaison to any administration officials, members of congress, their staff, federal agency staff, city government, and foreign government officials visiting the center and promotes the Center and its priorities.
  • Supervises Manager, Institutional Affairs in achieving the goals stated for both legislative and executive branches.
  • Serves as protocol officer of the Kennedy Center and supports all communication and outreach to foreign governments and their embassies.

20% Serves as liaison with the local community, city government, local partners, community organizers, and community leaders furthering the interest of the Center and building and fostering relationships with these communities to advance the Center's mission. Provides strategic and tactical support for Arts Across America.

10% Identifies any and all resources within the government and administration that can support the Center's priorities. Provides support and facilitates communication for the Office of the President to ensure achievement of annual institutional goals and priorities; facilitates communication related to cross departmental projects.

10% In coordination with the Office of the President, General Counsel and the Development office, the Director works in coordination with these offices to assist in board activity.

10% Provides strategic leadership on specified annual projects supporting the achievement of the Kennedy Center strategic plan as well as institutional priorities stated as deliverables for the plan each year.

Other duties as assigned.

Key Qualifications:
  • You have a minimum of 10 years' experience in legislative policy either on Capitol Hill or in advocacy for arts legislative policy. Must have a bachelor's degree; additional advanced degree is preferred.
  • You have broad and substantial experience working with Members of Congress and strong relationships and understanding of a broad spectrum of the federal government.
  • You have an awareness of and substantial experience with both political and protocol processes. Fluency in federal arts funding policy and legislative processes and procedures is imperative.
  • You have demonstrated experience in strategic planning and project management.
  • You have the ability to organize and communicate with a broad spectrum of constituencies and interests outside the institution and across the Departments within the institution to convey goals, priorities and strategies of the Institutional Affairs Department.
  • Strong verbal and written communication skills are a prerequisite.
  • You have the ability to multi-task, work according to deadlines and under pressure in a fast-paced office.
  • Work collaboratively with a dynamic and diverse staff and external constituencies.


Physical Demands

While performing the duties of this job, the employee is regularly required to communicate in person and on the telephone. The employee is frequently required to use hands to finger, handle, or feel in order to operate computer keyboard, office equipment, and other essential tasks. The employee is frequently required to sit, stand, walk, bend, stoop, crouch, and reach with hands and arms. This position infrequently lifts, carries, or otherwise moves and positions objects weighing up to 25 pounds.

Work Environment

The noise level in the work environment is low.

Travel up to 5% may be required.
