Perspecta is an AA/EEO Employer - Minorities/Women/Veterans/Disabled and other protected categories Responsibilities Manages the staff and overall activities of network and/or telecommunications systems planning, engineering and operations. Ensures operational security and readiness of the network infrastructure and all elements of the end to end service chain. Responsible for the long-term planning, including circuit forecasts, traffic studies, mobile device usage, budgets, and other network performance criteria. Manages vendor relationships with LECS, CAPs and other service providers. Oversees ordering process to effectively and economically meet grade of service objectives. Plans new routing revisions to ensure that the network databases are consistent with network plans. Ensures that traffic planning software is developed and revised to accurately report traffic levels. Oversees ordering process to effectively and economically meet grade of service objectives. Leads planning and policy development issues. Manages voice network reconfiguration and billing reconciliations. Keeps abreast of industry best practices and trends, as well as new technologies, and then plans and advises for implementation. Manages subordinate management and/or experienced professionals who exercise significant latitude and independence. Often heads one or more departments. Plans, conducts and supervises assignments, generally involving larger and more important projects or multiple projects. Evaluates and determines changes in methods or procedures in assigned area of responsibility. Determines candidates for employment/termination, conducts performance evaluations and salary reviews for assigned staff and is responsible for the application of company policies. Qualifications Requires BA/BS with 10 years of experience with at least 4 years of management level responsibility. Incumbent has specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas. Duties: Provides advice and makes recommendations as an authoritative leader in the cyber security, networks, and networks operations arena. Provides design, architecture, and engineering technical direction and leadership. Recommends solutions to the most difficult security problems in existing systems and systems development. Applies or assists with application of formal methods in security architecture, security system design and engineering, and security technology integration and deployment. Leads and participates in security tests and evaluations, studies and experiments. Conducts technical and management briefings. Oversees and directs complex technical tasks. Education: Bachelor's (or equivalent) with 12 years of experience or a Master's with 10 years of experience. At least 4 years in a management capacity. A Master's degree in Computer Science, Mathematics, Physics, Engineering, or other related scientific or technical discipline. Four (4) additional years of general experience (as defined below) may be substituted for the Master's degree. Experience:12 years of experience in IT, cyber security, and/or other projects related to critical network infrastructure protection. Demonstrated oral and written communications skills. 10 years of experience in cyber security system or solution design, engineering, evaluation, integration and/or deployment. Eight (8) years of experience in managing cyber security engineering projects. Demonstrated ability to provide cyber security guidance at the authoritative level. Certifications Required: Certified Information Systems Security Professional (CISSP) and Microsoft Certified Systems Engineer (MCSE) Certifications Desired: N/A Options
