Summary

The position is located in the U.S. Department of Commerce (DOC), Office of the Chief Financial Officer and Assistant Secretary for Administration, Office of Civil Rights (OCR), Washington, DC. The selected candidate will serve, on a temporary basis, as the Equal Employment Manager, Decennial Census Program. The Decennial Census EEO Program is responsible for administering discrimination complaint systems under the provisions of various EEO acts, laws, and regulations.

Responsibilities

The individual selected for this position will:
  • Provide advice and assistance on all Equal Employment Opportunity (EEO) and civil rights enforcement issues impacting the Department.
  • Identify and develop both short and long-term planning objectives and exercise all aspects of supervisory authority to include, but not limited to, selecting, reassigning, evaluating and promoting subordinate employees.
  • Provide leadership and direction in the formulation and execution of all Departmental complaint and compliance programs of nondiscrimination and provides direction to bureau EEO staff in developing and administering EEO and civil rights compliance programs.
  • Conduct and/or initiate analytical studies of problem situations to alleviate adverse conditions which may affect mission accomplishment, and provide leadership and management for new program initiatives and/or demonstration efforts which will enhance and advance program effectiveness.
  • Serve as staff consultant and advisor to the OCR Director, field EEO officers and key managers concerning EEO discrimination issues, program objectives and adjudication results.

This Job Opportunity Announcement (JOA) may be used to fill other Supervisory Equal Employment Manager GS-0260-15 positions within Office of Civil Rights in the same geographical location with the same qualifications and experience.

This JOA is being advertised concurrently with OS/OCR-2019-0001 under Merit Promotion. Applicants that wish to be considered under merit promotion must apply separately to that vacancy.

To qualify for the GS-15:

Specialized experience: Applicants must possess one year of specialized experience equivalent to the GS-14 in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. For this position, specialized experience is experience:
  • Providing advice and assistance in the administration of discrimination complaint systems established by a variety of Federal acts and regulations, Executive Orders, and departmental orders.
  • Serving as a supervisor/consultant/advisor to staff members engaged in performing duties associated with a wide variety of Federal discrimination regulations and complaints systems.
  • Developing, implementing, and ensuring compliance with an organization's nondiscrimination complaint and compliance programs.
  • Performing analytical and evaluative studies to assess the effectiveness of current Federal EEO and/or administrative operations and policies in order to identify/improve critical or continuing program needs.
  • Providing equal employment consulting services in a variety of areas to include civil rights enforcement issues, resolving potential systemic problems, program requirements, and adjudication issues.

Additional information

This is a TERM position, made for an initial period of 2 years. The appointment may be extended up to 6 months, after the completion of the 2 years. Permanent competitive career or career-conditional employment cannot be acquired through a term appointment. Term employees are eligible to participate in most of the benefit programs available to permanent federal employees, e.g., the Federal Employees Health Benefits (FEHB), Federal Employees Group Life Insurance Program (FEGLI), Federal Employees Retirement System (FERS) and the Thrift Savings Plan (TSP).

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.     You will be evaluated for this job based on how well you meet the qualifications above.
