As a Mechanical Engineer II, you will provide authoritative technical guidance on a wide range of mechanical engineering issues and manage a variety of design projects related to mechanical systems and facilities at Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), and the Dulles Toll Road (DTR).

Mechanical Engineer II

Serves in the Design Department of the Office of Engineering at the Metropolitan Washington Airports Authority.

Develops conceptual designs, project scopes, and studies involving heating, ventilating and air conditioning systems, sewage and industrial waste collection and treatment facilities, domestic water distribution, fire protection, stormwater collection, aviation fueling, and related systems. Performs related functions.

GENERAL RESPONSIBILITIES

Consults with engineers and managers, within and outside the Airports Authority, on mechanical engineering aspects of various projects and provides technical advice/guidance.

Conceives and recommends mechanical design studies.

Leads meetings to discuss design criteria, define functional requirements, constructability, and related issues.

Reviews contract design firms' work to ensure it meets Design Manual and building code requirements and industry standards and best practices.

Writes issue papers and submits findings to contract design firms and ensures proposed designs meet necessary requirements.

Monitors mechanical engineering aspects of Airports Authority and tenant projects at IAD, DCA, and/or DTR.

As a project manager, develops plans for mechanical design projects covering the development, procurement, and design phases.

Serves as a Contracting Officer's Technical Representative (COTR).

Helps select architecture and engineering (A/E) firms for contract awards by leading or participating on evaluation panels. Leads technical aspects of contract negotiations and supports the Contracting Officer.

Prepares or recommends system and facility studies and designs that include analyses of mechanical system performance characteristics.

Reviews system and facility studies and designs prepared by airport tenants.

Monitors progress and quality of work on site to identify problems, ensure progress, and help ensure that work is of acceptable quality and adheres to plans and specifications

Maintains currency on technical developments in mechanical engineering, related disciplines, and airport operations to advise on the adoption of new materials, equipment, designs, or techniques.

Works with Supervisor and others on mechanical engineering aspects of the Office of Engineering's Design Manual.

Performs other duties as assigned.

QUALIFICATIONS

Five years of progressively responsible experience in mechanical engineering including performing design management by monitoring new designs in progress and reviewing work to ensure it meets functional and building code requirements, industry standards, and best practices.

Comprehensive professional knowledge of the principles and practices of mechanical engineering and ability to apply it to provide authoritative technical guidance on a full range of mechanical design and construction programs and projects.

Knowledge of related fields (e.g., electrical engineering, structural engineering, fire protection engineering, the construction industry) and ability to apply it to identify mechanical engineering implications and provide advice on processes, materials, and equipment during planning, design, repair, and construction.

Knowledge of key regulatory requirements and ability to apply it to ensuring regulatory compliance on mechanical engineering and construction projects.

Knowledge of building systems (such as mechanical and electrical systems) and functional building considerations and ability to apply it to performing design management for mechanical engineering and construction projects.

Ability to serve as a COTR and manage contracting aspects of design and construction projects.

Ability to perform complex analyses of data and information and make recommendations.

Knowledge of aviation hydrant fueling systems and cathodic protection schemes and ability to design and construct such systems for an airport.

Ability to speak and write effectively.

Skill in using a computer and office suite software, with emphasis on using a project management information system and other engineering software.

PREFERRED QUALIFICATIONS

A Master's Degree in Mechanical Engineering.

Experience managing the design and construction of aviation hydrant fueling systems and cathodic protection schemes for an airport.

EDUCATION

A Bachelor's Degree in Mechanical Engineering, or related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Licensure as a Professional Engineer in the Commonwealth of Virginia or ability to obtain it within 180 days of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS

Licensure as a PE in the Commonwealth of Virginia must be maintained.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Operates vehicle landside and airside (requires AOA permit).

May be required to work nights and weekends depending on project schedules and airport operations.

Is subject to adverse weather conditions and exposed to dirt, grease, dirt, loud noise, and potential hazards common to the airport environment and construction industry. Wears personal protective gear, as necessary.
