This position is located in the Office of Examinations & Insurance, Central Liquidity Facility (CLF). The position serves as an Accountant (Central Liquidity Facility) responsible for various CLF accounting functions, including internal controls, budgeting, and liaison regarding accounting system issues.

Responsibilities

As an Accountant (Central Liquidity Facility), you will:
  • Support oversight of the CLF accounting system with the general ledger, accounts receivable, accounts payable and carries out the accounting operations necessary for the ongoing activities of the CLF.
  • Complete, update and maintain statements, spreadsheets, and reports (e.g., CLF balance sheet, expense tracking report, general ledger reconciliation spreadsheet) to monitor, track, and report accurate financial and budget information within established deadlines.
  • Assist in preparing monthly, quarterly, and year-end financial statement entries to balance general ledger accounts to reflect current financial condition.
  • Support other staff in the research and analysis of data to develop and prepare a variety of financial documents, management reports, and presentations to a broad range of audiences.
  • File monthly, quarterly and annual reports to the Treasury.
  • Perform membership accounting, including the annual stock adjustments, quarterly dividend activities and processes member deposits and disbursements.
  • Advise member credit unions on matters relating to CLF lending policies and practice, providing guidance and assistance as needed.
  • Advise prospective and current members on matters relating to CLF membership, stock, etc.
  • Advise members on matters relating to CLF lending policies and practice, providing guidance and assistance as needed.
  • Respond to inquiries from NCUA staff, corporate credit unions, member credit unions, and the public.
  • Advise members on matters relating to CLF lending policies and practice, providing guidance and assistance as needed.
  • Provide input on the development of standardized operating procedures to effectively document and implement work processes.

Qualifications

You must have one full year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To meet the specialized experience requirement for the Accountant, CU-09, you must meet one of the following:

A. EXPERIENCE: One full year of specialized experience equivalent to the CU/GS-07 level in federal service (obtained in either the public or private sectors). This experience must include:
  • Examining and interpreting financial data, records, or reports and
  • Preparing financial statements in an automated accounting system.
  • OR

    B. EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

    OR

    C. COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. A combination of specialized experience as described in statement "A" above and more than one year of graduate level education as described in statement "B" above, which when combined, is equal to at least 100%.

    Education

    In additional to the specialized experience requirement, you must meet the following United States Office of Personnel Management's (OPM) basic requirement for this position.     To meet the basic requirement for the Accountant, CU-09, you must meet one of the following:

    A. EDUCATION: Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    OR
    B. COMBINATION OF EDUCATION AND EXPERIENCE: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • All education must be received by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with an education requirement) therefore, applicants must report only attendance and/or degrees received from schools recognized by the U.S. Department of Education.     If you are selected for this position at the CU-09 level, you may be non-competitively promoted to the next level through CU-12 level provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position.

    Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.

    SALARY: Pay will be set using NCUA's compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 42.87% for the Alexandria, Virginia geographical area.
