Responsibilities

As a Marine Transportation Specialist in the Flag State Control Division, this position serves as the Program Manager for the Coast Guard oversight of companies responsible for implementing safety management systems onboard U.S. flag commercial vessels. This position is also responsible for the development of U.S. laws and regulations, and Coast Guard policies and procedures related to the implementation of safety management systems on commercial vessels.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Serving as the Coast Guard's subject matter expert on safety management systems implemented onboard U.S. and foreign flagged commercial vessels.
  • Analyzing marine casualty investigation reports, and internal or external reports related to the implementation and effectiveness of commercial vessel safety management systems and developing proposed courses of action to address relevant issues.
  • Developing and maintaining legislative change proposals, regulations and the appropriate policy directives, memorandums of agreement/understanding necessary for the implementation of the commercial vessel safety program.
  • Conducting commercial vessel inspections, vessel or company audits, and oversight activities related to third party organizations acting on behalf of the Coast Guard as warranted.
  • Preparing and delivering lectures and training sessions on compliance and enforcement of commercial vessel standards to Coast Guard field inspection personnel.
  • Representing the Coast Guard at public speaking engagements and high level meetings by preparing, presenting and championing Coast Guard positions and policies.
  • Evaluating counter proposals to achieve equivalent levels of vessel safety.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify for the GS-14 level, applicants must have at least one (1) full year of specialized experience equivalent to the GS-13 level in Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to perform successfully the duties of this position and is typically in or related to this line of work.

Specialized experience for this position includes the following:
  • Experience reviewing and analyzing marine casualty investigation reports;
  • Experience conducting commercial vessel inspections, and/or vessel or company audits;
  • Developing and/or modifying auditing standards for maritime safety and security;
  • Serving as a technical authority in commercial vessel inspection and examination; and
  • Delivering lectures and training sessions on compliance and enforcement of commercial vessel standards.

The ideal candidate will possess the following credentials/certifications and/or experience:
  • Merchant Mariner Credentials as Deck or Engineering
  • Active qualifications or current experience as a marine inspector, examiner, investigator, surveyor or auditor

This position requires ISO 9001 and/or ISM Code lead auditor certification. Proof of certification is required at the time of application.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of commercial vessel safety, safety management systems and quality management systems, including auditing standards and processes.
  • Ability to recognize government or industry standards as a marine inspector or marine surveyor.
  • Knowledge of concepts, theories, principles, and practices of safety management systems and third party inspection schemes in order to develop, revise, or maintain international conventions, legislative change proposals, federal regulations, and Coast Guard policy/doctrine.
  • Knowledge of international quality standards, auditing and work process controls related to vessel safety management systems under U.S. and international regulations.
  • Skills to prepare internal position papers and decision memos, regulatory documents, business letters, and Congressional reports or correspondence.
