Summary

This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Mission Support Bureau, Office of the Chief Component Human Capital Officer (OCCHCO), Systems & Analytics Division, Systems & Analytics Branch. The primary purpose of this position is to serve as a team lead and technical expert/adviser for the HR automated information system within OCCHCO.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will work as a Lead HR Information Systems Specialist utilizing HR data using National Finance Center systems, reporting, and procedures. Candidate is expert working with HR data and audit requests. Typical assignments include:
  • Providing guidance and render decisions on complex HR programs challenges through review of completed work and assessment of results obtained.
  • Ensuring that the strategic plan, mission, vision and values are communicated to team members and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Interceding with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions, such as: assignments, reassignments, promotions, tour of duty changes, peer reviews and performance appraisals.
  • Serving as a technical expert and adviser for HR automated information systems and HR data analysis within OCCHCO.
  • Providing a wide range of services that require expertise in one or more major systems areas including one or more of the following: National Finance Center (NFC) and reporting applications, system integration, supporting information systems and Human Capital analytics.
  • Performing or leads project teams in the accomplishment of critical activities that are core to the success and reputation of the HR data analytics and/or have high visibility due to the complexity and controversial nature of the situation.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-14 level (starting salary $117,191) if you possess the following: One full year of specialized experience at the GS-13 level that demonstrates the following: Performing Human Capital analytics and system functions, such as: information systems, laws, rules, principles and practices, which helps to perform research and interpret personnel policies and programs that affects the entire Human Resources office; leading a team of Human Capital analyst and system experts; conducting HR analytics in personnel data systems; utilizing National Finance Center (NFC) systems and reporting tools; providing comprehensive management advisory services to the servicing HR office, staff and employees, in regards to OPM, departmental, and agency programs and systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
