The FRTIB is looking for a highly qualified and motivated individual to serve as a Human Resources Specialist.

This Job Opportunity Announcement (JOA) may be used to fill other Human Resources Specialist, GS-0201-13 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Responsibilities

The major duties of the position are:
  • Serve as an expert and seasoned staff resource person in HR staffing and classification.
  • Advises management officials on recruitment sources and develops strategies to ensure maximum results to staffing requirements.
  • Researches the qualifications and skills needed and conducts job analysis with subject matter experts (SME) to distinguish highly qualified applicants.
  • Assists Senior HR Specialist (Benefits) in administering a broad range of Federal employee benefit programs.

Probationary Period. One-year probationary period may be required

Selective Service. If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System , or are exempt from having to do so under the Selective Service Law.

Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, (GS-12).

Qualifications

Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position typically in or directly related to staffing and federal human resources, and is equivalent to the work performed at the next lower grade level.

GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal service.

The Specialized Experience is defines as experienceproviding expert advisory, consultative, and operational services to hiring managers on a full range of staffing, recruitment, and placement regulations, policies and procedures to include both Merit Promotion and Delegated Examining; AND reviewing and commenting on proposed organization regulations, policies and procedures for impact/effect on staffing and placement operations; AND analyzing and resolving a full range of complex personnel issues or problems; AND assisting employees in resolving benefit related issues or problems..

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

  • -Flexible work schedule options. The FRTIB offers two flexible work schedules, the Gliding Schedule and the Flexible 5-4/9 Schedule. Employees on the Gliding Schedule must arrive between 7 am and 9:30 am and work 8 hours plus a 30-minute unpaid lunch period. Employees on the Flexible 5-4/9 Schedule work eight 9-hour days and one 8-hour day (plus the 30-minute unpaid lunch period) in each biweekly pay period and receive one scheduled day off; and must arrive between 6:30 am and 9:30 am on 9-hour days; or 7 am and 9:30 am on the 8-hour day.
  • -Limited telework opportunities.

The program also provides consultation to supervisors who are trying to best help an employee with performance and/or attendance problems.

  • -*Annual and sick leave (paid time off). Employees of the FRTIB accrue both annual and sick leave depending on years of service with the federal government.
