Summary

Located within the Employee Labor Relations (ELR) Section of the Office of Human Resources (OHR) for the Departmental Offices (DO) of the U.S. Treasury Department. The ELR section is responsible for managing DO's relevant programs and provides a full range of management employee advisory services.

Responsibilities

As a Human Resources Specialist (Employee/Labor Relations), you will:
  • Serve as technical authority in all aspects of DO's Employee Relations program, including conduct, performance and attendance issues, Office of Inspector General referrals, and administrative inquiries, in order to independently provide authoritative advice and guidance to DO employees, managers and supervisors on complex ELR issues;
  • Research legal matters including those beyond the scope of normal ELR issues, to include analysis, interpretation, and application of sources such as federal travel regulations, compensation regulations, purchase card policies and agreements, and the DO Security Manual to support sensitive matters impacting DO employees in the United States and abroad. Identifies and proposes solutions to problems that are unique and precedent setting;
  • Evaluate and make recommendations concerning overall program plans and objectives;
  • Ensure compliance with 5 USC 7114 (c) of all DO labor agreements and policies negotiated between management and the union, and coordinate and monitor requirements associated with Unfair Labor Practices (ULPs), arbitrations, unit petitions, grievances and negotiations;
  • Develop and coordinate agency directives, supervisory training, and intra-management functional guidance.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following:
  • Advising managers on detailed, sensitive performance and conduct-related employee issues; and
  • Researching, drafting and vetting disciplinary letters of suspension and removal and other adverse actions; and
  • Negotiating new HR policies with union representatives; and
  • Overseeing agency grievance procedures (administrative and bargaining unit); and
  • Identifying, interpreting and summarizing HR metrics and agency performance metrics to influence leadership decision-making; and
  • Researching and writing HR policy with agency-wide impact.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

You will be evaluated for this job based on how well you meet the qualifications above.

There will be a two-phase rating process.
