Responsibilities

  • Performs the full range of program management functions to include developing and maintaining overall Program Management milestones, schedule, financial status, risk management and making critical path assessments.
  • Manage and lead project implementation and quality assurance by effectively evaluating and monitoring cost, schedule, and performance, assessing variances from the plan, and executing necessary corrective actions; lead project performance reviews, gather important information, and make authoritative decisions about required next steps; oversee the development and maintenance of appropriate project documentation.
  • Develop and communicate project plans and schedules based on a clear understanding of customer requirements and information on project cost, schedule, quality, and performance; provide expert oversight of cost and resource estimates; participate in budget planning activities and develop cost estimating strategies for future projects.
  • Ensure project deliverables are completed on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings.
  • Collaborate with the cross-functional and multi-disciplinary teams and partners with the respective project/program leadership and sponsorship to develop project/program roadmaps and detailed plans to deliver on time and on budget.
  • Investigates, researches, and reviews IT strategy and technical solutions developed by industry and Government to enhance cloud-based application modernization and assist in implementing these strategies and technologies within the agency to improve the overall IT posture throughout FCC and its stakeholder community.
  • Oversee the work of contractor staff, monitor work activities to ensure security policies and procedures are followed; provide help or assistance to team members or others when needed; communicate needs and requirements to project team members.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Reviews technical and design specifications and action plans with milestones. Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication- Provides technical advice and consultation to top level officials. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; and listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Assesses IT needs of customers, determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service.

For this position, examples of specialized experience include:
  • Developing project plans to ensure the successful acquisition, installation and upgrade of IT application requirements
  • Serving as a project manager for application development initiatives and employing managerial techniques and quantitative analysis to monitor work in progress, evaluate status of work accomplished
  • Developing, updating and implementing governance processes and procedures for application development utilizing knowledge of security, Software Development Life Cycle (SDLC) processes, and Agile best practices.
  • Coordinating and facilitating cloud platform and/or system upgrades.
  • Providing technical advice and consultation to IT senior managers and technical support staff on cloud computing and application development policy and program initiatives
  • Overseeing and monitoring one or more contracts ensuring compliance with the terms and conditions of the contracts, development requirements specifications and associate procurement documentation to acquire software or support services.

    Hardcopy Supplement Documents Required:

    1. When the area of consideration is "Government-Wide" or "All U.S. Citizens." current Federal employees, including those eligible for noncompetitive (have held this grade level) transfer or reassignment, must provide a legible hardcopy of Personnel Action, SF-50, that verifies your status and highest permanently held grade along with your most recent annual performance appraisal.     2. An SF-50, Notification of Personnel Action, or other official documentation which shows the position you may be or are being separated from has the same or higher promotion potential as that of the vacancy.

    Additionally for CTAP eligibles:

    A copy of your Reduction in Force (RIF) separation notice;

    A notice of proposed removal for declining a directed reassignment or transfer of function outside the local commuting area;

    A Certificate of Expected Separation; your agency's certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice of eligibility for discontinued service retirement, or similar notice).

    Additionally for ICTAP eligibles:
