Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Researches and advises CPD senior level staff on policy, management resources and procedural requirements to be followed in carrying out HUD's program responsibilities.
- Provides support and assistance to grantees in meeting their community development needs in a comprehensive and consolidated manner.
- Monitors and evaluates CPD program performance, including use of HUD's information technology systems.
- Provides recommendations to CPD senior level staff to eliminate audit findings, improve program performance, and develop innovative policy or procedural changes to enhance program performance or operations.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Block Grant Assistance within CPD. The Office of Block Grant Assistance is responsible for administering the Community Development Block Grant (CDBG) program, including grant programs for entitlement communities, states, small cities, and insular areas. The office is also responsible for administering disaster recovery, programs related to CDBG, Section 108 Loan Guarantees, processing Appalachian Regional Commission grants, financial management expertise for all of CPD, and other special programs and initiatives.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the service. Specialized experience for this position includes:
Supporting a community development or economic development program at the federal, state, or local government or at a lending institution or non-profit organization; AND
Reviewing, and giving feedback on program or organizational policies and procedures; AND
Assisting with monitoring community or economic development activities.
OR
Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M.; if related.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the service. Specialized experience for this position includes:

Supporting a community development or economic development program at the federal, state, or local government or at a lending institution or non-profit organization; AND
Applying program or organizational policies and procedures; AND
Tracking data on programs or special project outcomes to ensure that program requirements and goals are met.

OR
A Masters or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.; if related.

OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.



Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-9 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
