Summary

The Physical Security Specialist is assigned to the VA Maryland Health Care System Perry Point, MD facility and works under the direction of the Section Chief and/or Chief of Police. The Physical Security Specialist will provide assistance with the implementation, testing, evaluating, and making of recommendations for all alarms, surveillance cameras, and physical security surveys and assessments, in addition to all aspects of the Physical Security Program within the VAMC.

Responsibilities

Conducts physical security inspection, surveys, vulnerability and threat assessments, as well as assesses the effectiveness at the VA Maryland HCS to include all VA owned or leased facilities under the Jurisdiction of the Medical Center in accordance with VA Directive and Handbook 0730/4. Ability to apply VA Physical Security systems, standards, principles, and analysis techniques sufficient to carry out assignments requiring the application of new theories and developments to security problems not susceptible to treatment by accepted security methods, technology or procedures. Utilizes knowledge of technological advances in physical security equipment systems to analyze building floor plans, schematics. and other drawings, as a basis for planning necessary measures to be incorporated into new or existing construction that will ensure environmental compatibility. Develops and administers a physical security program that encompasses the selection, application and continuing evaluation of system components. Ensures proper application of intrusion detection systems, duress alarms, classified pharmaceuticals and/or money vaults/safes special locking devices and hardware. Interviews operations and supervisory personnel; conducts inspections of past reports, functional equipment and researches operating regulations; analyzes and recommends the necessary action to resolve physical security issues or Improve the efficiency or cost effectiveness of operations procedures and policy. Conduct the inspection of facilities where security processes are known and ensures security programs are operated effectively, with the ability to collect information, interview workers, observe physical conditions and related activities and concerns where violations and compromises exist.

Work Schedule: Full-time, Monday-Friday. Tour to be discussed during interview.

Physical Requirements: Conducting on-site physical security survey/inspections crime prevention inspection and threat assessment requires full use of all extremities, normal hearing and vision. There is much prolonged standing, walking, crouching, bending, lifting, and reaching. Pushing, stooping, and climbing of stairs and ladders for indoors as well as out of doors. Requirement exist for some nighttime work to evaluate night lighting and to observe close of business checks.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
  • GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes, but is not limited to: Knowledge of vulnerability and threatening assessment, physical security systems, standards, principles and analyzing techniques sufficient to serve as a technical expert for assignment requiring the application of new theories and developing security problems not susceptible; mission and objective or organizing and activist recognizing, evaluating and defining the physical security requirements and procedures automatic data process, security and controlling substances inspecting programs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree Or LL.B. or J.D., if related. (Transcripts required). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond undergraduate degree.

Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX.
