Responsibilities

The incumbent serves as the Department's technical expert and staff advisor in the engineering, development, review, and evaluation of performance management systems and coordinates the Department's strategic planning process. The assignment covers a wide range of highly complex issues, vital to the effective and efficient fulfillment of the Department's programs and requires the application of specialized professional knowledge and skill in scientific methods to evaluate and develop performance requirements and integrated plans involving programs, processes, employees, customers, facilities, and resources.

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:

1. Assists the Director, by providing technical expertise, to develop and complete Departmental plans, performance measurement, systems, and reports in compliance with the Government Performance and Results Act (GPRA). Works with bureaus and/or offices to develop, assess, and report performance measures, targets, and actual results in tracking the progress and estimating the potential success of integrated plans involving programs, facilities, and resources.

2. Provides management with the information needed to make strategic planning decisions by examining organizational systems, program performance and proposing alternatives for improving efficiency and effectiveness of programs and organizations. Analysis may include conducting engineering, economy, and value added studies.

3. Evaluates proposed and existing legislation, executive orders, regulations and reports that have a bearing on concerned programs. Analyzes the issues and prepares comprehensive reports or alternative recommendations to proposals.

4. Directs task forces to complete special studies, surveys of problems, projects, or program implementation. Provides ongoing direction and technical guidance to those assigned to task forces. Establishes and maintains computerized tracking and information system to document Departmental performance management and strategic planning status.

5. Develops solutions to complex problems involved in the implementation of Federal and Departmental performance initiatives. Applies systems management principles in the form of analytical methods to devise approaches to provide alternatives and determine benefits of new strategies and proposals verses current practices. Performs the staff functions necessary to ensure the efficient implementation of program initiatives which include collecting data, conducting research and analyzing issues, coordinating with Departmental officials on the impact of new proposals or legislation, and assisting in the development of policy statements.

6. Evaluates performance management and planning systems, including targets, actual results, and related funding to ensure that valid methods and information are used and utilizes appropriate scientific and mathematical methods. Identifies deficiencies and weaknesses which may have an adverse effect on program success. Recommends corrective actions as necessary.

7. Coordinates all necessary data collection and written reports involving program activities, including briefing papers and speeches for the Director and other senior Departmental managers. Represents the Office and the Department on intergovernmental projects, task forces, and meetings.

Salary Range Information: GS-14: $117,191 - $152,352. GS-15: $137,849 - $166,500. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.

Qualifications

Minimum Qualification Requirements:

To qualify for the GS-14 level, all applicants must possess at least one full year of specialized experience at or equivalent to the GS-13 level in the Federal service, or comparable experience not gained through federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as (1) providing technical expertise in the development and completion of Departmental plans, performance measurement assessments and reports consistent with the Government Performance Results Act (GPRA) and Modernization Act of 2010; (2) conducting data-driven analysis to review program performance used to inform program management, budget planning, and reporting vital information; and (3) consolidating strategic planning and performance information contained in various spreadsheets and/or databases and cross referencing data to ensure accuracy and consistency of information used throughout produced written materials. Must meet all three.

Specialized Experience GS-15:

To qualify for the GS-15 level, all applicants must possess at least one full year of specialized experience at or equivalent to the GS-14 level in the Federal service, or comparable experience not gained through federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as (1) planning, designing and initiating Agency-wide techniques and methodologies used to manage and complete Departmental plans, performance measurement assessments and reports consistent with the Government Performance Results Act (GPRA) and Modernization Act of 2010; (2) identifying and implementing analytic strategies to complete complex performance and policy analysis, and making expert recommendations for program management, budget planning, reporting, and the effective and efficient application of strategic goals and performance measurement practices; (3) creating multiple complex planning and performance documents by completing a critical review of integrated data from multiple sources to ensure accuracy and consistency of information across agency reporting and communications; and (4) leading a task force or work group to conduct special studies related to performance management and/or strategic planning. Must meet all four.
