Responsibilities

The mission of the New entrants Division is to collaborate and coordinate with research organizations, industry and academia to evaluate advanced concepts and proposed solutions through joint research and development projects supporting NextGen, National Airspace System (NAS) Enterprise Architecture, core research and development programs and other FAA goals and objectives.

Incumbent applies experience and comprehensive knowledge of engineering principles, theories and concepts as a New Entrants Research & Development engineer within the NextGen New Entrants Division. As an engineer for Unmanned Aircraft Systems (UAS) Research and Development (R&D), you will work with other Federal Agencies to coordinate research requirements that meet the needs of the FAA and these other agencies. Among the other agencies are Department of Homeland Security (DHS), and Department of Defense (DOD). Some of the activities and information will be classified. The incumbent will directly support the Branch manager with leveraging and tying together FAA UAS research along with joint research with external partners such as National Aeronautics and Space Administration (NASA), DOD, DHS, EUROCONTROL, etc.) to inform the safe, timely, and efficient integration of UAS and other relevant New Entrants into the NAS in the near-term, mid-term and far-term. Incumbent will prepare formal documentation as well as formal presentation of plans, results, responses and recommendations to a variety of audiences including senior FAA management, Research, Engineering and Development Advisory Committee (REDAC), Department of Transportation (DOT), Government Accounting Office (GAO), Office of Management & Budget (OMB), Office of Inspector General (OIG), Congress, NASA, DOD, as well as collaborate and coordinate with all organizations (internal and external to FAA).

BASIC REQUIREMENTS:

Degree: professional engineering. To be acceptable, the curriculum must: (1)be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2)include differential and integral calculus and courses (more advanced than 1st year physics & chemistry) in 5 of these 7 areas of engineering science or physics:(a)statics, dynamics;(b)strength of materials;(c)fluid mechanics, hydraulics;(d)thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials; and (g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience - college-level education, training, and/or technical experience that furnished (1)a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2)a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. THE ADEQUACY OF SUCH BACKGROUND MUST BE DEMONSTRATED BY ONE OF THE FOLLOWING: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; OR evidence of having successfully passed the Engineer-in-Training (EIT) exam, or the written test required for professional registration; OR successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences AND in engineering that included the courses specified in paragraph 1; OR successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, computer science, mathematics, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision.

In addition to the basic requirements above, to qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience applying engineering principles to aviation operations and identifying operational challenges in each of the following areas: (general aviation, business aviation, unmanned aircraft systems (UAS) and military aviation) and identifying the technologies that can be employed to improve operations in these areas.
