Summary

This position is located in the Department of Labor (DOL), Employment and Training Administration (ETA), Office of Job Corps (OJC), Division of Regional Operations and Program Integrity (DROPI). DROPI is responsible for bringing together staff resources to facilitate the exchange of information, to coordinate the resolution of issues, and to implement action plans, developing safe, secure and modernized Job Corps Facilities.

Responsibilities

The incumbent of this position performs but is not limited to the following duties:
  • Monitors key security activities throughout the nation's Job Corps centers in order to provide support for leadership in the assistance, coordination and technical evaluation of key performance areas related to the safety and health of the Job Corps system's security programs;
  • Conducts comprehensive security surveys, reviews, inspections and evaluations, often in coordination with Regional staff and the Job Corps Division of Facilities and Asset Management, to advise managers on procedures for controlling and safeguarding information, materials, personnel and assets;
  • Reviews, tracks, and analyzes the results of all monitoring data of Job Corps centers provided by the Regional Offices, including safety and security concerns and adherence to the Job Corps Zero Tolerance Policy and Procedures;
  • Drafts reports on the results of all safety and performance management data including the Regional Office Center Assessment, identifying and highlighting program deficiencies and underperforming centers; and
  • Drafts policy and written technical guidance to be issued throughout the Job Corps program.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. This experience must have equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience:

1. Experience creating, reviewing or assessing an academic residential security program;

2. Experience developing policies, procedures and minimum standards for residential security program;

3. Experience designing or integrating security systems including ongoing monitoring to determine effectiveness and recommend security protocol improvements.

There is no substitution of education for experience at the GS-13 grade level.
