Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight, Payment Policy and Financial Management Group, Division of Risk Adjustment Operations. .

As a Social Science Research Analyst, GS-0101-9/11, you will perform program and policy analyses of services provided by HHS programs.

Responsibilities

  • Interpret data tabulations and graphs; identify critical factors such as data limitations, biases, sampling errors, and inconsistencies. Revise or develop new methods as necessary to ensure optimum research results.
  • Develop and conduct analyses utilizing appropriate statistical techniques to identify causes, trends, and effects related to enrollment and utilization in the individual and small group health insurance markets and Affordable Care Act programs.
  • Develop clearly written and concise issue papers and talking points for senior staff when needed.
  • Provides support and assistance to HHS, and non-HHS components.
  • Serve as liaison with representatives of the health care industry to obtain expert input, and promote understanding of Affordable Care Act program issues.

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-09, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Assisting senior analysts with statistical data collection and data analysis of healthcare services and programs; and (2) preparing reports of findings related to data analysis.
- OR -
Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience.

In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include: (1) Interpreting statistical data to assess and improve program efficiency and effectiveness of healthcare services and programs; and (2) developing issue papers or talking points related to statistical findings.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing 3 full years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree, if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the grade GS-11. Therefore, only education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements for the Social Science Research Analyst GS-0101 series:

A. A degree in behavioral or social science; or related disciplines appropriate to the position.

OR

B. A combination of education and experience that provided me with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. At least 4 years of appropriate experience that demonstrated that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
