Responsibilities

WHAT IS THE COMMUNICATIONS & LIAISON (C&L) DIVISION? Communications & Liaison Division (C&L) touches every aspect of the IRS mission through its information-sharing activities, from communicating internally with IRS employees to communicating with taxpayers, Congress and state and local agencies. From handling thousands of media contacts and information requests to helping taxpayers understand and meet their tax responsibilities, C&L is vital to IRS operations.



WHAT DOES A MANAGEMENT & PROGRAM ANALYST DO? As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will be responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs.

As a Management and Program Analyst you will:
  • Develop and interpret guidance on program planning, execution, and evaluation.
  • Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives.
  • Recommend effective operations consistent with policies and objectives.
  • Develop long-range program plans, goals, objectives, and milestones.
  • Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.
  • Research new or improved business and management practices for application to operating and administrative programs.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-13 LEVEL:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service: Specialized experience for this position includes: A wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience should include an understanding of budgeting methods and techniques, the ability to prepare analyses and estimates, and oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations.

To be qualifying, your experience must be sufficient to demonstrate knowledge of web design principles, practices and techniques, and experience applying this knowledge in writing web content in an interactive environment.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Undergo an income tax verification and review of prior performance/conduct.
- Tour of Duty: Monday - Friday 8 a.m. to 4:30 p.m.
- Must meet IRS telework eligibility requirements.

Rating
: Your application will be evaluated in the following areas: Project/ Program Management, Analytical/Critical Thinking, and Oral and Written Communications Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, (i.e., A = Superior, B = Highly Qualified, C= Qualified) depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application.

Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category.
