Responsibilities

Serves as a NIST subject matter expert in support of physical security-related policy, oversight, evaluation, guidance, and training.
Provides day-to-day project lead and technical oversight for the NIST risk management process and provides coordination and collaboration with the Department of Commerce Office of Security's risk management and mitigation process.
Researches and develops NIST physical security-related policy, procedures and standards based upon best practices, personal observation, experienced and evaluations of the NIST security program.
Performs analytical, planning, advisory, operational, or evaluative work concerning the coordination, development, management, and/or implementation of security policies, procedures and processes.
Leads the development and implementation of a new physical security strategic plan to include metrics, performance tracking and annual revisions.
Investigates, inspects, analyzes and evaluates existing security systems and problems; develops new methods, criteria and/or policies for security plans.
Follows external developments in physical security (FEMA, ISC, DHS, etc.) to identify new or revised requirements, with timely incorporation into the NIST physical security program.
Works with the Security System and Access Control Group to identify security requirements/recommendations for new construction, retrofits and/or renovations in accordance with best practices and DHS ISC standards.
Serves as a team member for benchmarking activities; evaluating new technology/requirements; identifying new service delivery methods; implementing the physical security enterprise risk management program (development, analysis, treatment plan, monitoring and reporting); making recommendations for program improvements/modifications.
Develops a physical security outreach, education and training program for staff and visitors.
Facilitates acquisitions and ensures the optimal use of program resources and the development of performance measures to systematically report utilization levels along with the operational results of the program.
Prepares and distributes routine and special security bulletins, notices, reports, informational/reference materials, publications and presentations.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-11 level (ZA-II at NIST) in the federal service. Specialized experience is providing subject matter expertise in the areas of oversight, evaluation, policy, guidance and training for an agency/entity wide physical security program. Physical security experience must include project leadership, technical oversight, research and evaluation, risk identification and mitigation, analysis and evaluation of program activities, benchmarking, and developing outreach/training materials.

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

OR

Equivalent combinations of education and experience.

This position allows you to qualify and be considered based on your education. *Experience in security policy development; oversight of a physical security program; program evaluations and recommendations; developing implementing and administering an ISC based risk management process/program

*Experience in conducting physical security assessments of a Federal Facility(s), utilizing the Interagency Security Committee's Federal Risk Management principles and decision-making processes

*Skills in conducting analytical assessments; ability to evaluate policies and practices, and identify and address gaps in program, policies, practices and/or procedures; Ability to conduct research and draft physical security policies, procedures and processes

*Experience and skills in service delivery in the areas of access controls, CCTV, and intrusion detection; Ability to evaluate new technologies and their application to the existing security program

*Ability to identify improvements/modifications to the physical security program and develop written supporting documents to support recommendations for delivery to senior level officials

*Skills in identifying new service delivery methods to improve effectiveness and efficiencies; Ability to develop and deliver physical security outreach, educational and training materials
