Responsibilities

Develops and implements a vision for MCCS's IT infrastructure, operations, technology systems engineering, and the technical management of information technology infrastructure. Responsible for direct oversight of infrastructure, including network engineering, cloud connectivity, system administration, database management, MRI data center, firewall management, and operations support. Develops and maintains road maps to describe the needed technical processes, personnel skill levels, facilities, and equipment to achieve the vision. The incumbent implements customer-oriented initiatives and objectives in pursuit of the road maps; chairs high-level committees, review groups, and councils for the planning, development, evaluation, and management of MCCS information systems. The incumbent supports the CIO in technical matters relating to information systems policy, planning, and objectives and provides professional and technical engineering expertise in engineering technology functional areas to MCCS.

Develops, plans, implements, and ensures compliance with plans, policies, standards, infrastructures and architectures that establish the framework for the management of MCCS programs. Specific knowledge of PCI, PII, and DBS compliance along with knowledge of the DOD Risk Management Framework (RMF) are essential working components. Interpretations, findings, and judgments form the basis for indicated official action or policy. These areas include items such as: network enterprise architecture, information assurance, computer network defense, cyber forensics basics, processing and reengineering, electronic commerce, cloud services, Software as a Service (SaaS), Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Cloud Access Point services and functionality. The incumbent is responsible for identifying opportunity within these areas for analysis, formulating proposals for original studies, and justifying and presenting such proposals to appropriate authorities within MCCS. Develops, plans, and oversees implementation of short and long-range plans for acquisition and sustainability of information technology hardware, software, and firmware to support the MCCS vision within the federal budgeting process. Incumbent performs business case analyses to determine return on investments utilizing investment strategies and business process reengineering techniques as it applies to information technology systems. Evaluates emerging technologies and prototype programs and guides their employment to satisfy valid MCCS mission requirements. Develops, measures, and assesses the health of systems, customer service measures and technical management processes. Incumbent develops management and technical tools to support the application and implementation of these processes.

Prepares, submits and executes the operational budget for infrastructure and operations for the CIO providing timely reporting on status of same. Evaluates performance of subordinates and recommends education, promotion or reassignment actions. Mentors and encourages professional and executive development of assigned personnel. Plans, directs, coordinates and reviews through key subordinates, supporting personnel engaged in accomplishing the assigned functions of the division.

Leads by example with an emphasis on courtesy and respect for diversity. Takes action to solve problems quickly and then institute learning processes from post event analysis. Alerts the higher level supervisor, or proper point of contact for help when problems arise. Ensures minimal loss of duty by complying with "Return to Work" program initiatives, and following up on employee well being.

Supervises full performance level IT staff to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications

A Bachelors degree in Computer/Electronics Engineering, Operations Research, Computer Science, Mathematics or a related field appropriate to the work of the position AND ten years of experience in the occupation, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above.

Knowledge of management techniques and methods; a broad knowledge of managing technical teams in an environment of advanced Information Technology, covering communications and networking systems, database technologies, virtual computing, desktop technologies, decision-aid systems, information security systems; and, the technical/system integration of these types systems to support user capability requirements unique to the management function of the Department of Defense.

Knowledge of, and experience with, engineering trends, information systems products and services, and demonstrated skill in creating innovative program possibilities, presenting multiple options to customers, and improved customer service.

A thorough understanding of current best practices and trends in IT infrastructure and operations is required in order to evaluate new technology for technical/system integration.

Knowledge of principles and theories of applied statistical methods, represented by an extensive knowledge of the Chief Technology Officer responsibilities and a comprehensive knowledge of the laws, policies, and regulations governing this function. Knowledge and experience in business process reengineering techniques as they apply to information technology systems. Knowledge and experience in performing business case analyses to determine return on investments and investment strategies.

Ability to apply experience, judgement, and technical expertise to resolve difficult, sometimes politically charged problems associated with engineering programs. Skill in identifying and solving engineering and information management problems with process changes, hardware, software, computer networks, and cloud offerings.

Ability to communicate, orally and in writing, technical information to senior level executives in a simple and understandable format.

Ability to establish and maintain effective working relationships with multi-disciplinary subject matter experts.

Skill in managing a range of engineering and information management functions (to include systems acquisition, systems implementation, operations, information technology architectures, strategic planning, performance measurements, telecommunications, computer security, cloud services, and document management.

Ability to perform engineering studies or special projects.

Comprehensive knowledge of current and emerging engineering and office automation technology.

Knowledge of the Federal budgetary and procurement processes desired. Ability to obtain and allocate the technical resources necessary to support program or policy implementations to include skill in implementing budget-linked capital planning for, and performance-based management of, information technology systems.

Ability to establish and maintain business and technical relationships with key individuals and groups outside of headquarters.

As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training.

This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquires (ANACI/ Tier 3) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.
