Summary

About the Position : This is a Military Intelligence Civilian Excepted Career Program (MICECP) position. If selected, initial assignment will be to this position and the duties described and, in accordance with MICECP procedures, will be subject to involuntary reassignment into any MICECP GG-132-14 position worldwide based on program needs. Generally, these rotations occur every 3-5 years. The selectee is also subject to deployment in support of U.S. contingency operations.

Responsibilities

  • Serves as the Chief, Technical Counterintelligence Branch and Program Manager.
  • Conceptualizes and implements procedures for operational integration of other intelligence technical disciplines into non-standard Technical Surveillance Countermeasures (TSCM) missions and support requirements.
  • Determines operational resources needed and allocation between differing funding streams, and maintains accountability for their effective use.
  • Provides technical expertise and guidance for policy formulation on technical and electronic countermeasures.
  • Bears responsibility for professional development, implementation of certification and training plans, and, issuance of training guidance for Technical Counterintelligence (TCI) soldiers.

  • Must be able to obtain and maintain a valid state driver's license.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) may be required at least 20% of the time.
  • Must execute a classified information Non-Disclosure Agreement.
  • Must sign and comply with the provisions of a mobility (rotation) agreement. Mobility may include unaccompanied tours.
  • Must successfully complete all required certification courses and training for the discipline, position, and grade as directed by the CG, INSCOM, the MICECP Program Manager or otherwise established in the program manager guide.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination and pass random examinations thereafter in accordance with Army Regulation 380-67.


Qualifications

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE : To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13), and is defined as: Conducting/executing technical surveillance countermeasures (TSCM) operations and investigations; providing guidance on TSCM information, policies, and operations; and conducting liaison with senior intelligence community (IC) representatives regarding TSCM issues.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
