Summary

The incumbent serves as a Staff Accountant; working to improve Treasury's financial management through reporting, transparency, automation, and data analytics. The primary purpose of the position is to perform accounting, analysis and reporting to maintain and coordinate financial and related systems within the Office of the Deputy CFO's Financial Systems Integration team. The incumbent exercises their expertise in budget, accounting, and project management.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Perform accounting, analysis, project management, and reporting to maintain financial related systems within the Office of the Deputy CFO. Prepare or advise on journal entries and other accounting transactions.

- Provide guidance and advice on accounting issues when requested by OMB and government-wide accounting and provide feedback on deliberative memoranda from OMB.

- Support data related initiatives within Treasury that rely upon financial data and business decision support for analytics

- Analyze and affect changes to large, complex accounting and financial management systems, provide analysis to improve the quality of financial management reports and services.

- Provide sound advice to financial and program managers and other accountants on difficult accounting issues and problems related to the Department's financial management reporting.

- Conduct special projects, studies, tasks, and other assignments using a project management approach, as required.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience:

For the GS-13: You must have one year of specialized experience at the GS-12 level or equivalent in the private sector that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position includes:

- Experience maintaining integrated financial systems; AND

- Experience applying proprietary and budgetary accounting knowledge in order to create financial reports, records, and general ledgers ; AND

- Experience preparing and analyzing organizational or office budgets.

For the GS-12: You must have one year of specialized experience at the GS-11 level or equivalent in the private sector that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position includes:

- Experience assisting with processing and validating of accounting transactions, such as disbursements, reconciliations and repayments; AND

- Experience maintaining financial reports, records, or general ledgers; AND

- Experience analyzing organization or office budgets.

Education

Education Requirements:

Basic Requirements for Accountant 0510 series:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

  • The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
