Summary

Copyright is a form of legal protection provided by the laws of the United States (title 17, U. S. Code) to authors of literary, dramatic, musical, artistic, and other works. The Data Manager is responsible for working to identify, define, and quantify Copyright Office data requirements, both for current and future needs, so that assigned technical personnel can translate those needs into products which serve the needs of the Copyright Office, its stakeholders, and the public.

Responsibilities

The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and, provides information and reference services to the public.

As an important component of the United States Copyright Office, which is part of The Library of Congress, the Copyright Modernization Office is responsible for identifying current and future processes, systems, and program requirements of the Copyright Office in support of its mission to promote creativity by administering and sustaining an effective national copyright system. Incorporating such varied disciplines as strategic planning, program management, data management and business analysis, the Office serves as a conduit and liaison between the Copyright Office and other offices and functional areas both within, as well as external to, the Library of Congress to take identified wants and needs and partner with the Library's OCIO to translate them into workable, cost-efficient solutions.

The incumbent supports the operation of the Copyright Modernization Office by acquiring and maintaining a detailed knowledge of Copyright Office business unit processes and workflows, and may serve as sponsor/champion on behalf of individual business units about the new development of services unique to a functional area.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

The Program Analyst (Data Manager) has the primary responsibility to plan and organize and oversee the management of work activities and schedules associated with the implementation of enhancements to existing IT systems and new systems.

As directed, assists with the leadership of the interdisciplinary effort to establish business needs and requirements necessary to administer an office-wide data management program which coordinates data exchange and data management efforts across Copyright Office program areas. Actively considers the recommendations of Copyright Office stakeholders and accepts the direction of senior managers. Works under the direction of the Director of the Copyright Modernization Office to conceive and articulate an enterprise data strategy governing the capture and maintenance of data generated by the Copyright Office, and other sources. Works to ensure that the Copyright Office's data policies and practices support and promote interoperability with copyright industries; enable advanced business analytics; and markedly improve data quality, access, and usage. May serves as an advocate for the value of Copyright Office data products and enterprise data vision.

Recommendations may relate to not readily evident conclusions from evaluative studies; interrelated issues concerned with cross-cutting or conflicting goals; and identified strengths, weaknesses, opportunities and threats (SWOT) in support of the strategic planning process. Presents these results in various ways, including written reports, spreadsheets and other analytical tools, presentation slides and graphical handouts as well as presenting findings orally both to individuals and groups.

Serves as a subject matter expert on best practices and strategies for leveraging data insights that help drive strategic and tactical business decisions, and optimizing performance through data analytics. Supports a data-driven, decision­ making culture. Identifies potential processes to be implemented by others for the efficient, integrated introduction of new data. Utilizes research and analytics to maximize the return on data assets.

Maintains liaison with other major national information services to accrue a broad range of technical information activities that require substantial depth of analysis. Considers special requirements of group for whom liaison services are provided.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to perform program management and analysis work for a data management program.**

Knowledge of industry best practices and strategies for leveraging data to drive strategic and tactical business decisions.**

Ability to establish business needs and requirements necessary to administer a data management program.

Ability to serve as a liaison for an organization and develop and maintain effective working relationships.

Ability to perform program analyst work using computer systems and software applications.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
