Responsibilities

The Office of Human Resources (OHR) provides leadership for the strategic management of the SEC's human capital by administering programs, establishing policies, and ensuring compliance with federal regulations.

If selected, you will join a well-respected team that is responsible for formulating the general direction and broad policies for executive resources and other programs as assigned. Primary responsibilities include engagement in agency-wide matters, such as executive resources management, broad support for executive development, and advice, consultation and service to the highest agency officials.

Typical Duties Include:
  • Serving as principal adviser to the CHCO and other senior staff on executive resource matters. Considers and reports the effects of new legislation, proposed and final government-wide and agency policies, trends, and emerging strategies;
  • Leads special assignments and studies of a highly confidential, sensitive or otherwise important nature which have a potentially critical impact on senior executive staffing, performance and development.;
  • Providing leadership, policy development, instruction, oversight, evaluation and guidance to SEC executives and others in the agency regarding: Senior Officials, other executive resource activities and issues, broad leadership development matters, special employment categories such as Presidential appointees, Schedule Cs, experts and consultants, interagency representatives and detailees, and similar categories typically covered by HR provisions beyond those applicable to the general workforce;
  • Providing consultation and oversight in assessing executive turnover, and forecasting needs vis-à-vis general succession planning, executive resource utilization and projections for future or pressing needs;
  • Providing advice and consultation on issues relating to leadership development, such as policy development, implementation strategies, individual and program assessment and redirection of efforts;
  • Advocating innovative HR concepts and change efforts on broad, crosscutting and strategic issues on behalf of the CHCO and agency, including talent management and succession planning;
  • Leads and actively participates in research, benchmarking, analysis and debate to further best approaches; and
  • Serving as a senior management and program analyst to provide analytical and advisory support in the decision making process involving developing and managing a program for executive level employees.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-13 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

MINIMUM QUALIFICATION REQUIREMENT:
SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level. Specialized experience includes all of the following:
  • Managing human capital programs that have executive level involvement; and
  • Developing and implementing policies and standard operating procedures for an agency's executive level employees; and
  • Communicating and working with high level agency officials on human capital programs and services.
