Summary

The incumbent serves as a specialist for one or more parks in the science and art of architecture with advance training in the principles, theories, concepts, methods, and techniques of preserving historic structures with the focus on preserving a structure physical attributes and materials.

Responsibilities

  • Identifies, researches, plans and manages the treatment and preservation maintenance of historic structures. Performs architectural duties associated with review, design, treatment, and monitoring of historic structures.
  • Apply the provisions of NEPA, NHPA, the American with Disabilities Act, and agency guidelines to the preservation, maintenance, and treatment of historic structures.
  • Plans, designs, oversees, and monitors historic structure treatment, construction, and documentation projects. Serves as COTR.
  • Represents the park and prepares written documents on historical architecture matters.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.


Qualifications

To qualify for the Architect Series, 0808, Basic Requirements: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. (Transcripts are required)

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.

In addition to meeting the Basic Requirements above, the applicant must meet the below minimum qualifications:
For the GS-12 level: Must possess at least one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service that equipped me with the particular specialized experience needed to successfully perform the duties of this position. Examples of specialized experience may include the following: Experience performing historic architecture preservation duties such as reviewing, designing, and monitoring of historic and prehistoric structures; experience managing programs by developing work plans, schedules, cost, and scope of work; experience preparing studies and reports, such as documenting existing conditions and defining treatment actions, including graphic illustrations and plans; experience coordinating and conducting research projects related to identification, analysis and evaluation for purposes of developing knowledge and data about historic and prehistoric designs, research also includes photographs and drawings; experience applying federal cultural resources, legislation policies and guidelines and standards, such as the National Historic Preservation Act to prepare documentation for clearances, permits and licenses.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".This position is being announced at the full performance level.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: The work is performed in both an office setting and occasionally in the field as required to perform on-site investigations and inspections.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
