Serves as subject matter expert for mission and organization analysis, mission assignment, organization structure, functional alignment, agency relationships, manpower documentation, manpower requirements, manpower allocation, manpower programming, manpower reporting, and manpower utilization.

Responsibilities

  • Develops and applies new management concepts, principles and techniques as relates to mission and organizational management.
  • Ensures that current policies, procedures, and directives accurately reflect present operations.
  • Investigates other major facets of mission and organization relative to a typically assigned large-scale, high-cost and/or high-risk program or operation.
  • Ensures that the organization?s strategic plan, mission, vision, and values are integrated into the personal strategies, goals, objectives, work plans, and work products and services of the incumbent.
  • Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and the improve effectiveness and efficiency of work products.
  • Ensures operating Joint Manning Document are maintained for all Agency operational Activities.

Qualifications

If you are a current permanent DCMA Employee employed at a "lower GS grade": You will be considered for a Temporary Promotion opportunity. A temporary promotion may be made or extended up to a maximum of five years. A temporary promotion may be made permanent without further competition. If you are a current permanent DCMA Employee employed at a "the same GS grade or higher": You will be considered for a Detail opportunity. A detail may be made and/or extended in 120 day increments. Non-DCMA Permanent Employee Applicants: You will be considered for a Term Position Not To Exceed 13 Months, your appointment may be extended up to a maximum of 8 years. This position may be made permanent without further competition to those candidates that have non-competitive status.

QUALIFICATIONS: In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-12. Specialized experience is defined as: Experience applying manpower management and organizational/force structure principles and practices; planning, programming, budgeting and execution (PPBE) guidance and processes; and operating in manpower data processing applications (e.g. Fourth Estate Manpower Tracking System (FMTS)) to project manpower requirements to management.

Education cannot be substituted for experience.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
